Jose Orta. Sabotage expert in Havana, active with the MAR group during November 1960. Brother of Juan Orta, who worked as Fidel's secretary and tried to poison Fidel. Participated in "November 30th Group" bombings of electrical plants that blacked out one fifth of Havana for almost a full day during November, 1960.

3/21/60 cable from Havana to Director: "AMPAN-1, whose brother works in Castro's office, reports June Cobb (marginalia: sec'y in Fidel Castro's office) is in trouble due (to) her association with Jack Lee Evans...local (FBI) informed Chief of Station informally some time ago that Jack Lee Evans confessed to (FBI) officials that his story of sabotage of La Coubre was complete fabrication." The station said that Morgan would betray his own mother if it would advance his personal interests, and urged that it "would be serious mistake for ODIBEX or any (US) agency (to) recruit Morgan for operational purposes."

11/17/60 cable from MASH to Director: "16 Nov Bender/Gerald Droller AMCHIRP-1 meeting brought to light basic MRP concept mil activities. MRP feels invasion absolutely fatal from overall ODYOKE/US interest in hemisphere and equally disastrous from Cuban viewpoint: Unless revolution starts inside, js supported by people and is in process of succeeding before open outside help arrived, any government established as result (of) this action will be artificial, unrepresentative will of people and doomed to fall sooner or later...MRP decided to procede establish perfect its (organization) inside, train about 20-30 individuals (not teams) outside Cuba in sabotage, use of certain arms and explosives. These individuals to be infiltrated into Cuba and to be assigned as instructors to existing resistance cells. AMCHIRP-1 asked if we would assist training these individuals. Bender temporized saying this ending on details which is to be taken up with Jim Smith. AMCHIRP-1 also said that group in Escambray ready and waiting for arms. Matter to be referred to Smith."

11/23/60, Havana to Director (Phillips WH Div notified): "Julio Mestre, member MDC Directorate...contacted station 22 Nov and related foll: He and Jesus Fernandez Hernandez had been working past three nights at home of Sarah Emeline Hernandez Cata y Galt on 'Operation Unity'. Objective of ops is create dramatic show here which will demonstrate Manolo Ray is wrong when he telling contacts in U.S. that his group only one capable of action and which will create incident here demanding combined follow through by MRR, Autenticos, MDC, MAR and others due (that) they will have no other choice than fight for survival. Ops involves Jesus Fernandez and six others Cuban electric company proceeding to main control center Cuban electric company at Tallapiedra and blowing it up with plastic demolitions which they have obtained from AMPAN-1. Results will be black out of Havana and Santa Clara for six months. Demolition will be timed for 2300 hrs 23, 24, or 25 Nov. Immediately foll demolition AMPAN-1 will meet with sabotage reps MRR, MDC and Autenticos and distribute 20 hundred bombs which are on hand and will be used throughout Havana with principal targets Havana port area and PSP offices...(CIA officer Wilmer) Aretz noted that plan appeared poorly coordinated assure follow up to event if it does take place and it may precipitate complete destruction opposition by a desperate Castro. Mestre stated plan had not been coordinated FRD Miami and AMPALM-5/Jose Rasco intentionally left out but ops fully coordinated here among FRD sabotage chiefs by AMPAN-1. Braz Emb Secy Lacos on 22 Nov told emb pol officer Wayne Smith that Manolo Ray group planning blow up main power plant of Cuban Electric at 2300 hrs 22 Nov...station aware AMRUNG-1/Rogelio Gonzalez y Corso (MRR chief) appointed AMPAN-1 as chief action and sab for Havana area and had provided him plastic...Msg received from AMPAN-1 afternoon 22 Nov confirms plan blow up power plant, transformers, gas stas, & trucks, etc."

Manuel Ray file review shows "11/24/60 cable to Director from JMASH, meeting with AMCHIRP-1 on 11/23, revealed that he had information that MRP in Havana had capabilities to blow up power plant and TV station in Havana - a diversionary tactic planned to coordinate with Isle of Pines operation. Ray expects Isle of Pines operation support about 12/15/60; 11/24/60 cable to Director from Havana. Operation Unity involves MRR, MDI, OA, 30th of November Group and MAR (not MAR of Pepin Rivero). MAR and OA groups to blow electrical cable in Regla area. MDC group, at same time, to make assassination attempt on CARLOS RAFAEL RODRIGUEZ at University of Havana."

11/25/60 cable from Havana to Director: "Night 24 Nov AMPAN-1 told Scorgory Operation Unity called off...Mestre said Ray group backing out of op because it did not want participation of any other group since hoped take full credit for op. Jesus Fernandez and other members "30 November" group did not show up for meet with AMPAN-1 night of 24 November and he has been unable to locate them. AMPAN-1 feels Ray group and 30 November playing politics and may poss try execute op on their own although A-1 believes they lack courage. A-1 said Ray group has 250 pounds TNT and not plastic...A-1 wishes (to) proceed with plan utilizing his group (MAR)...the assignments would be as follows: MAR commandos blow main terminal in Naranjito which supplies power to entire city Habana, Mariano, Regla, and Guanabacoa. Simultaneously attack Dieinero which controls electrical supply from Matanzas thereby negating possibility of accessing alternate source. OA group creates diversionary sab various places and knock out power lines Regla area which feed oil refineries; MDC engage in diversionary sab; MRR tasks include assassination attempts and sab..."

3/31/61 cable from JMWAVE to BELL, slugline RYBAT JMZIP: Right before the Bay of Pigs, Ray told JMWAVE officer Charles Weisinger of the targets: "A. Cuban electric company, Havana. Target prepared, awaiting C-4; B. tanks combustible material at Regla; C. 20 Havana business houses; D. Cuban electric company, Matanzas; E. Paper company, Matanzas; F. commercial firms, Matanzas; G. Cuban Electric Company, Las Villas; H. Commercial firms, Las Villas; I. Cuban Electric Company, Camaguey; J. Aqueduct, Camaguey; many more. K. Tanks of sugar cane juice, Camaguey; L. Texaco Refinery, Santiago De Cuba (SDC); M. Titon Cement factory, SDC; N. Commercial firms, Ten Cent store, El Encanto Store and two other shops; O. Railroad lines scattered throughout Cuba; P. Plan with above simultaneously attack 'several outstanding persons in government' which include outstanding commies and persons who responsible members (of) tribunals who condemned persons of "anti" forces to death. The 20 business houses was scheduled for 4/5/61, the Havana electric company - 4/9/61.

104-10274-10172: MEMORANDUM FOR THE RECORD: MANOLO RAY - COMMENTS ON HIS ANTI-CASTRO ACTIVITIES

5/5/61 memo for the record, by WH/4/PM/Operations Calvin Hicks: "The RAY group backed out of the joint sabotage effort "Operation Unity" because it did not want participation of any other group, since it hoped to take the full credit for the operation. In spite of this, the 30th of November group was able to partially carry out the operation interrupting power service at 0700 hours local Cuban time, 29 Nov. 60, blacking out one fifth of Havana for 17 hours...Ray is believed to have accomplished practically nothing towards the effort to overthrow Castro...it is believed that Manolo Ray is so far 'left' in his thinking that he would be as dangerous (or more so in the long run) to United States interests as Castro, if he ever got to be the power in Cuba."

8/3/61 cable from Chief of Base, JMWAVE to Chief, WHD: "The 30th of November Group has submitted the following information to date on their plans to knock out the power plants of Havana. The three plants which supply Havana with electricity are: 1. Tallapiedra Power Plant (central power plant); 2. Regla Power Plant; 3. Sub Plant Stations. The operation would commence with Jesus Fernandez Hernandez and five other 30th of November members departing Miami by launch. They would proceed...to within three miles of the Cuban north coast...the exact landing spot would be the third rock to the west of Cardenas Bay entrance near Mr. DuPont's home...at the chosen moment the power at the Tallapiedra Power Plant would be stopped by blowing up the enclosure there the (series seat?) and destroying the cable terminals. The 30th of November Group states there are no spare parts in Cuba. This power source would be eliminated for several months and rehabilitation of the power on Canada furnishing the needed replacement parts...All Movement operators scheduled to take part in this operation are now, or have been, operators within the three plants. These facts, and the fact that this group previously successfully stopped the power at the Tallapiedra Power Plant for forty-eight hours, make the 30th of November Group confident they could cause a 100% power failure in Havana...Sabotage of Havana Aqueduct's Main Line...The success of this plan is based on the fact that an air breather of the main water line is located by the garden of one of the Movement's members...This main line carries 60% of the water supply of Havana. The last time the main line was sabotaged it took eight days to repair. Sabotage of the Archeabala Sugar Refinery and Distillery at Cardenas in Province of Matanzas...The sugar refinery is the largest in Cuba that runs during the non-grinding season...the distillery is the largest in Cuba. Mid-Nov. 1961: After Reynoldo Gonzalez was captured by the government, he was interviewed on television. When asked about the Pentagon, CIA and State Dept., he emphasized that there were differences among the three. "(The MRP) received little aid, because our leader then and the whole movement maintained relations mainly with State Department and the group of Latin American political leaders headed by Romulo Betancourt, Munoz Marin, Jose Figueros, Raul Haya de la Torre, German Arciniegas, Norman Thomas of the Socialist Party - all those who gather around State Department...(the CIA) never said anything about the plans (for Cuba) and only were giving the material for sabotages and more sabotages." When asked about the sabotage, Gonzalez replied, "we burned El Encanto, the Ten Cents, tbe piers, one of the pier towers, the tobacco factory, the paper plant of Puentes Grandes. The tobacco plant here in Havana...we had a plan to attack Fidel and the Ministers Council. Then we had the equipment, the bazookas, etc necessary for this attack...then a plan was made of a chain of sabotage action in the stores of Havana, Sears, J Valles, Fin de Siglo, La Epoca and several more. In total we were planning to burn 15 stores. This plan failed because of the vigilance in the labor centers, where the people who went to place the pencils were arrested. Then, in spite of all this the act in the Palace was held but inexplicably the principal organizer of the attack took a boat and went to the US so the attack failed and today all the equipment is in the Department of State Security." (page 132 of 296) Gonzalez ended by stating, "I simply believe that it is fruitless and suicide to maintain the internal struggle...I am pleading (to) all of my comrades still left of my organization that they cease all their activities and return to their homes..." 104-10511-10032 MEMORANDUM FOR THE RECORD: SUBJECT - PROJECT OF TEACHERS REVOLUTIONARY DIRECTORATE TO SEND DELEGATION OF THREE TO VII TEACHERS CONGRESS IN MEXICO, 27 JULY 1962

7/16/62, memo for the record, possibly by PASSAVOY: "Oscar De la Vega, Secretary General of the Revolutionary Directorate, and Dr. Jose Ramon Orta Cordova, who accompanied him representing his organization, delivered to the Executive of the NEA, a beautiful Cuban flag on the presence of ten thousand representatives of the teaching profession." (translation from Spanish).

During 1962, Roy Hargraves was active with the 30th of November Movement. (Note that from November 1963-March 1964, Hargraves worked with Felipe Vidal Santiago. Hargraves helped Vidal obtain arms, ammo and a boat. Vidal went to Cuba on a raid during April 1964, and was captured, interrogated, and executed.)

10/14/63 assessment of the November 30 group in a CIA airgram: "The November 30 Revolutionary Movement is a leftist, labor-oriented organization formed in 1960 by David Salvador, Secretary General of the CTC during the first year of the Castro regime. The organization was named for the date of an uprising led by Frank Pais against the Batista regime in Santiago, Cuba, in November 1956. Salvador turned against the Castro regime in 1960 after being replaced in the CTC by a Communist. He was later imprisoned...the organization is probably of little effectiveness within Cuba and may be penetrated by Cuban security forces...the factions include...the Hiram Gonzalez and Luis Niubo group. They were released from asylum in the Uruguayan embassy in June, 1963. Claiming to represent the underground, they have only succeeded since their arrival in further weakening and dividing the movement in exile. Allegations have been made that their underground claims are fraudulent and that they have been working with Cuban security."
