Dec. 1961 memo of CI chief of WH/4 Victor Wallen, apparently a typed transcription of notes from source AMPAL-1: "Federico Claramont, 1100-10th St., Miami Beach...is a suspected member of Castro's G-2 (page 3 of 9)...Cuban communist penetration agents in all branches of importance in the US government...mentions "Eugenio" as possibly one, LA Division was concerned this might be Watergater Eugenio Martinez (pages 2 & 4 of 9)...AMPAL-1 was introduced by Dr. Jose Julio Fernandez to Capt. Ernesto Despain (who wanted to break up FRD's intel service for lack of funds) as "Joe Anderson, FBI man" (page 5 of 9)...Dr. Fernandez has office hours at the FRD and receives a $200 monthly salary. (page 6 of 9) Based on info from Frank Arias, it is believed that Despain's office is at 174 14th Lane, Miami, with entrance in back of building at 15th Street off Brickell Avenue, and "that this Dr. Jose Julio Fernandez is very sincere and is innocently giving everything into the hands of Despain without knowing.
