06/07/61: Report from C-5: "1. Further information obtained on naval affairs indicates that last night there was a meeting in the Navy office attended by Renato Diaz Blanco, Driggs, Rodriguez Alonso, Martinez Illas, the Cancio's and other Navy officers who agreed to look for competent personnel to form Naval Intelligence as the Americans are thinking of soon giving this personnel an Intelligence Specialization Course. After the meeting they talked of finding at least 10 men. It was also said that the Navy is going to get new ships and that operations will soon begin. 2. It was also found out that the budget drawn up by Renato Diaz Blanco for the office personnel payment had not been approved by Mr. Paula who stated that this week or month he would only pay the increase as the $600 a week payroll has been increased to $1,200 or more as a result of Renato Diaz Blanco having included more personnel in the payroll. As of yesterday the Navy had enlisted 997 men, including some pilots who enlisted in the past few days. 3. This morning the reporting agent followed the Chief of Naval Intelligence who owns a German Taunus automobile, and who went to the offices of this section located at 128 SW and 77 Ave, which address was given by the reporting agent three days ago. This is the house used for Operation 40 and there is little movement there although the house is being conditioned and where they are making wood files and other work. 4. Mr. Eliser Flores (AMOT-46 handwritten above), who worked for our commission, is still being paid and is working for the Navy. As of yesterday, the Navy had still not received any money, but this afternoon they said that they were going to pay today and that the paymaster had orders to go to collect the money."

On 27 May 1961 AMOT-6 (probably Marcos Diaz Lanz) reported that the Cuban Navy in Exile has been very active recently and it is rumored that there is a Cayo (key) where a base is being put into condition. Taking part in this operation are Renato Diaz Blanco and Nino Diaz. There are many conflicts within this sector between Rodriguez Alonso, Renato Diaz and (fnu) Driggs. Recently Renato Diaz and Rodriguez Alonso have joined forces to fight against Driggs. Renato Diaz is not liked by the personnel and they would like to see him relieved of his command because they consider him to be a coward and a politician...2. Renato Diaz has directed that Naval intelligence will be charged with making investigations involving Naval matters. The Naval Department has a staff of ten men, headed by Diego Ruiz Linares. The other members are Juan Meisoso, Security and Administration; Rafael Lima, Design; Augusto Cruz Barrios, photography; Augustin Carballo, Administrative Assistant; Felix Lugo, Administrative Assistant; Armando Montes, Legal Section; Elieser Flores Diaz, Radio; Inocente Sainz, Guard; and L. Attached herewith is a copy of a document dated 8 June 1961 entitled 'Principios A Regir En Le Marina De Cuba (Principles of the Cuban Navy). The document certifies the agreement reached by Cuban Naval Officers in exile which make up the Naval Commission. The Naval personnel who are members of this commission are as follows: Miguel F. Pons Goizueta, Armando Rodriguez Alonso, Felipe F. Vidal Santiago, Clodoaldo Gonzalez Carmenate, Renato Diaz Blanco, Manuel T. J.
