Miami Cuban exile community has started its adjustment to realities of world politics in aftermath of President Kennedy's death. Speculation on future U.S. policy re Cuba is currently topic of discussion among exiles. Rumors are now circulating among exile Cubans re possible GOC involvement in President Kennedy's death. Authors these rumors not identified but it clear this being done primarily in attempt provoke strong U.S. action agaisnt Cuba. On off chance that rumors may have some shred of fame behind them, WAVE attempting keep track these rumors and preliminary investigating more plausible ones before passing them ODENVY/ODFOAM (FBI/U.S. Secret Service). 2. AMOT-173 reported hearing from Dora Causa, whose sister's husband Rafael Dominguez Caballero is member SNFE that Eloy Gutierrez Menoyo commented 21 November 63 that 'something very big would happen soon that would advance Cuban cause.' This remark when taken out of context is impossible evaluate but it typical of exile rumors which being interpreted by exiles support whatever hypotheses they expounding on at any given moment. 3. Re paragraph 2 AMTAUP-2 reports one Manuel Rodriguez (matronym unknown) living Dallas, Texas was known (by violently anti-President Kennedy. WAVE traces indicate on Manuel Rodriguez, 5310 Columbia, Dallas, Texas, as SNFE member and organizer of SNFE in Dallas. References are 19-300-3, Volume 7, DBA 49631 dated 28 August 1963, pages 14 and 18. This nebulous identification may be in some way related paragraph 2 statement which Gutierrez Menoyo is reported to have made. While this relationship obviously most circumstantial and nebulous it being passed ODENVY/ODFOAM Miami as reflection of rumors which currently circulating. Info will be carefully identified as rumor. 12/6/63 memo re interview with Dora Causa Ramirez, employed at Matilda's Grocery, 2718 NE 2nd Avenue, Miami. She recalled making the remark, "it is her opinion this information related to a plan of the group of Gutierrez Menoyo to carry out the military action against the Communist Government of Cuba, and in no way related to the assassination of President Kennedy...she was unable to recall who told her about the possible action on the part of the Gutierrez Menoyo group...she has a niece not a sister who is marrie3d to Rafael Dominguez Caballero but this was not the source of the rumor...Causa stated that she had absolutely no information regarding the assassination of President Kennedy."

12/13/63, Cable from JMWAVE to Director: Slugline RYBAT TYPIC YOBITE AMWORLD: "1. Please pass copy SAS reports. 2. AMOT-173, in DD-475 of 4 November 1963, learned from Dr. Castro Mier that latter had recently returned from Santo Domingo where he was accompanied by unidentified individual representing Comandos L for purpose of obtaining assistance in Cuban matter. 3. Accompanying Mier, Carlos Prio repeat Carlos Prio Socarras, Fulgencia Batista, and Carlos Marquez repeat Marquez Sterling have united with objective of forming third front to counteract two existing groups - AMBIDDY-1 and AMBANG-1 - which have support of ODYOKE to establish in Cuba - different from AMTHUG's socialism but eliminating everything regarding Cuban past. 4. Mier assured he in special situation in U.S. because he cannot prosper or attain what he had in Cuba. Aware of this and of his age, he has decided give what is left of his life to save his nation for its own good and for good of future. He may possibly leave again for Santo Domingo in one week (about 11 November) where he may possibly stay. 5. According to AMOT-173, Mier friend of Prio, in whose lab firm he worked in 1943, as well as of Marquez Sterling, Batista, Guillermo Alonso repeat Alonso Pujol, and Santiago Alvarez repeat Alvarez Rodriguez...."

Attached to the letter will be a document recounting the background of the MIRR and some of its leaders, a copy of which is also forwarded herewith. 2. This information was obtained from AMOT-173 in DD-578 of 7 January 1964."

07/17/64, Dispatch from COS, JMWAVE to Deputy Chief, WH/SA: "Forwarded herewith for your information are reports DD-982 of 26 June 1964, DD-991 of 30 June, DD-1006 of 7 July, DD-1009 and DD-1010 of 8 July, with attachments, which were submitted by AMOT-173, regarding the MIRR's proposed propaganda campaign. The reports indicate rather clearly the attitude of the MIRR toward the United States Government in general and the Central Intelligence Agency in particular." AMOT-173 is identified in these reports as "P-75" - that is apparently his AMOT cryptonym.

07/29/64, Dispatch from COS, JMWAVE to Deputy Chief, WH/SA: "1. The following is the gist of a letter dated 3 July 1964 which was received by Esteban *CACICEDO Gutierrez on 6 July from Felipe *CACICEDO Gutierrez in Honduras. It was submitted by AMOT-173 in report DD-1016 dated 8 July 1964. 'Santiago ALVAREZ arrived at Ceiba, Honduras, in a leading-type ship, fully manned and armed. The Government of Honduras released him right away. It seems he was enroute to Nicaragua. 'Regarding the Cuban situation, it seems that there will be no camps in Honduras. The role of this country will be to bring in the wounded, supply ships, and in general all types of emergency aid, but without any bases here. 'It seems that what they have inside Cuba is really big. Not as to quantity of armament but as to number of persons holding important positions in the government and who are committed to them. 'The Department of State is losing its influence and Johnson is counting on the military for everything. 'What nobody knows is whether or not they will be act before the elections.' 2. WAVE files reflected no traces on Esteban CACICEDO Gutierrez or Felipe CACICEDO Gutierrez."
09/18/64, Dispatch from COS, JMWAVE to Deputy Chief, WH/SA: "According to DD-1075, dated 3 August 1964, AMOT-173 reported he learned from Claudio MARTINEZ Navarro, JURE leader, until January 1964, that top JURE leaders were investigating Rogelio CISNEROS Diaz for Communist sympathies. They feel he was responsible for Ray's failure to enter Cuba on 20 May 1964. Raul CHIBAS Ribas was apparently one of the leaders on the investigating committee. MARTINEZ also said that FBI was investigating JURE leaders, especially CISNEROS."
