Unknown identity. There are several possibilities. One is Eduardo Garcia, the shipping magnate, and owner of Garcia Lines. Another possibility is a member of the Babun family, such as Teofilo Babun.

AMOT-120 was a source of reports for JMWAVE from 1962 until at least the end of 1965. He was a Cuban exile in Miami who was described as being well known in his community, and who had international shipping interests in the Caribbean. Owner of the vessel, "Regla Segundo" in 1962.

05/08/61: Memo: "One day last week I went down to see Rosalba and her boy friend's new shipping company. Boy friend is Armando de Peralta. Just a few minutes before I walked into the little offices Armando has had (17 Battery Place) while he has been re-organizing, a young Cuban had just walked out after having told Rosalba and a few others in great detail about the invasion. The young man is Eduardo Garcia. (Eduardo Garcia, I believe). Anyway, his family are the Garcia's of the Garcia Shipping Line. They had provided the ships that carried the invasion forces to Cuba, Rosalba told me. She said he had been in Puerto Rico after the invasion failed. She said he declared that he was going to get right busy getting new invasion forces together but that this time it would be different because they would have many thousands of marines begins them. According to Rosalba, the money (quote from Rosalba), that the Americans provided (handwritten note: mention of CIA) was passed along via Garcia and that the checks were written out there in that office (the Garcia Shipping Line were sharing offices with Rosalba and Armando's clerical personnel). I should think you might like to suggest somebody instruct this young man to talk less freely. I get the impression he had kept them all informed before the invasion.."

Crew, food, fuel costs will be additional eight thousand per month. Total cost per month will thus be eleven thousand dollars. 2. 'Regla Segundo' has 300 ton capacity. Main match 30 ft. long 20 ft. wide and 8 ft, clearance below decks. Performance characteristics similar Villaro. Vessel currently engaged Caribbean freight trade and due arrive Miami 30 May where will be available Mr. Smith's inspection. Request Mr. Smith arrive Miami 1 June. 3. AMOTH-120 willing furnish or front for hiring crew for vessel. This connection AMOT-120 states current crew all Cubans who anti-Castro. We collecting PRQ data re crew to see if they meet our security standards, etc. If they don't WAVE will crew vessel from existing maritime assets... 6. 10/30/65: Cable from JMWAVE: "1...Check shows AMOT-120 obtained this info from Ricardo Rivas Madan 201-(Unintelligible), who allegedly was approached by Jorge Diaz concerning purchase of weapons. Diaz said that weapons were to be used to help Wessin regain power. Madan added that Diaz also tried get weapons from Carlos Zarraga Martinez 201-757654, formerly of JURE. Madan also claimed Diaz recently made trip to DOMREP to deliver two personal letters from Wessin to unknown parties. 2.
