104-10235-10207: TRANSLATION OF SPANISH DOCUMENTS-PLAN AGAINST THE CUBAN REVOLUTIONARY NAVY BY JULIAN DANIEL DIAZ HERNANDEZ

Undated CIA document: AMOT-11 handwritten at top of page: "As it is necessary to have as much free access to the Cuban coasts as possible, the following plan is being prepared: Blowing up of some frigates and cruisers which are anchored in the Bay of Havana, across from the shops of 'Palmer's widow.' Source reported that when he left Cuba on 2 July 61 the following Navy vessels were anchored in the Bay of Havana: Frigates 'Marti', 'Maximo Gomez' and 'Cespedes', cruisers 'Cuba' and 'Patria.' That these ships are anchored in the bay near the shops 'Viuda de Palmer', and that according to reports, two of them, the frigate 'Maximo Gomez' and the cruiser 'Patria', have damages to the engine room. That he can use four frogmen, one of them being the chief of the frogmen which marked Playa Giron for the invasion. The plan consists in these frogmen diving into the water at a place called Ingenito and placing time bombs on the hulls of the ships. The time bombs must have a 2 hour delay before exploding, as this is the time needed to take the frogmen who do this mission to Varadero, Matanzas Province, from where they will be exfiltrated..." Page 2: "C-4, Plan submitted by Julian Daniel Diaz Hernandez: Source insists that he has the necessary men and that this operation can take place four days after his arrival in Cuba, if he has the money necessary to do it. That the frogmen who claims to have been the chief of the frogmen in Playa Giron agreed to obtain the bombs or the necessary explosives, but that we should be prepared to furnish him the explosives in case they do not obtain it. That he himself is willing to take it into Cuba if it is small packages."

04/04/62: Cable from JMWAVE to Director (Orig: FI/Sloman): "1. AMOT-2 (Jose Joaquin Sanjenis Perdomo) reports Luis Alberto (Espino) Escales, owner A. F. Build construction firm, Aregoitia 466, Exparto Roosevelt, San Juan P.R. has construction contract at GTMO. Lt. Jack Modesett will arrive WAVE area from base O/A 8 April to review list personnel Espino wishes take to base and possibly transport personnel to base. These persons will remain approximately 10 days. 2. AMOT subsource AMCRAG-7 brother-in-law Espino and friend Modesett will accompany Espino to base. A-7 believes he could have AMOT-11 included on list. A-11 recently completed 3 weeks course in debriefing and reports writing. 3. WAVE understands large concentration Cuban refugees at base, but does not know extent to which they being exploited for intel purposes. If HQs believe A-11 could be of help this connection, will push to have him included Espino team, A-7 and A-11 apparently know many base refugees. 4. Station traces show Espino former MRR coordinator Santiago de Cuba."

Sept. 1963 - After Bayo disappears in June 1963, Benito Quevedo is cited as someone who might be able to determine if he is still alive. Also see 104-10057-10102, p. 7: AMCRAG-1 (Francisco Bilbao Alvarez) interviewed Quevedo at length and determined he was speculating about whether Bayo and the TILT infiltrees were alive because he didn't really know. Quevedo was based at YOACRE/Guantanamo Naval Base at this time.

03/02/64: Dispatch from COS, JMWAVE to Chief, Special Affairs Staff: Page 2: ..."b. 26 August 1963:...(Field Comment: JMWAVE traces on Benito Quevedo reveal the following: Benito Quevedo, AMOT-11 report of 16 February 1962 states Subject is trust-worthy person for the underground to contact in Sagua de Tanamo, Oriente Province. He lived in the district of Juan Diaz; was the manager of the interests of Jose Puyals Oms. He fought against Batista. At the end of the Revolution, was persecuted by the Rebel Army for his anti-Communism. He hid in the mountains of Sagua de Tanamo with men but no arms. Present location unknown. Benito Quevedo Pena, UFGA-13297, 2 January 1964 and AMOT Report AA-1352, 11-12 January 1963 states Subject an asylee at YOACRE (Guantanamo Naval Base) and ex-member of the Rebel Army)."

03/20/64: Report # DD-742 from AMOT-11 to Withheld: Subject: Appearance of Manuel Artime Buesa (AMBIDDY-1) at the A.R.E.C. Session on 18 Mar 64 in the Everglades Hotel, Miami: Page 4: ..."Comments: In the reporting agent's opinion, nothing new was said in this public appearance. The 'presentation of credentials' was already too well known to the audience. The only thing which called attention was his clear position of opposing any maneuver to try to impose a 'Fidelismo without Fidel' which the majority of the audience interpreted as meaning Manuel Ray Rivero. Even though Artime did not name Ray, his implications were quite clear the same as the look on his face when he was asked something in connection with JURE."
