Have attempted get letters from AMBUD-1 who unfortunately opposed to issuance such letters with his signature for this purpose since will create hard feelings with AMBUD delegation. AMBUD-1 of opinion that since three-man AMBUD delegation exists Ecuador, Station program of collection of intell on Cuba should give consideration to use these delegates and their assets. AMBUD-1 also suggests that if number or calibre AMBUD delegates insufficient this task, he willing make necessary changes. 2. Based on U.S. Government policy, WAVE attempting give AMBUD all possible support make AMBUD meaningful and popular organization around which exiles can unite. Under these circumstances AMBUD-1 feels GAYA request working against/and undercutting AMBUD, especially since Cubans GAYA apparently willing provide info if under impression it is for use AMBUD. 3.
