7/28/62, Alfonso Rodriguez (probably Earl Williamson) to several Latin American stations, DIR 26374: "Armando Hart believed by AMBANG-1 (Manolo Ray) to be possible defector...A-1 contact (with CIA) most sensitive. Not to be revealed (to) any indigenous agent, liaison or even staff not needing (to) know...emergency need contact Fernandez." William Harvey authenticating officer on memo. Defection attempt was to include Hart's wife Haydee.
1962 memo, probably written by Bill Harvey, on splitting the Castro regime listed Hart with Carlos Lechuga, Rolando Cubela and others as "Important Men not Clearly Aligned with 26th of July or Communist Power".

8/2/62, CIA author of memo unknown. The report was developed by a Navy representative stationed at the Caribbean Action Center at Opa-locka. (The crypt for the center is JMFIG.) The source is described as a Cuban national who spent 18 months in prison during the Batista regime who served as the secretary to Armando Hart, Minister of Education. Quintin Pino is referred to as the "Cuban ambassador to Hungary". Marginalia refers to Quintin Pino, with the phrase "both sides". Pino may have been a double or triple agent, or there may have been an attempt to "double" him.
