1959-1963: "(Alberto Miranda Toledo, Foreign Relations Ministry Official)...states that he began working for the CIA as a Cuban double agent in September 1959 in counterrevolutionary activities at which he remained until December 1963. In 1962 he was recruited by CIA agent (Mariano Pinto), who was in charge of the 'ratline plan', which dealt with regrouping the counterrevolutionary forces, supplying them with arms and setting up facilities on the northern coast of the country...(Miranda Toledo said Pinto was) second in command. He said 'along with him, I had control over the finances, all types of supplies to the bands, the places where they would carry out the infiltrations, in other words, control over all of the network's operations.' He goes on to say that this was the sole supplier to the counterrevolutionary groups."

"In March 1962, another important intelligence and subversion network began to take shape in the central provinces of the country. Mariano Pinto Rodriguez and Luis Puig Tabares, the former a public prosecutor and the latter the Belgian consul in the city of Cienfuegos - were its leaders. The intelligence organization, which functioned until the second half of 1963, included nearly one hundred collaborators, recruited from former large landholders, military men, and public officials. Through them hundreds of economic, political and military reports were received and passed on to the CIA. They also organized a supply channel for Adalberto Mendez Esquijarrosa and his bandits in the north of Las Villas Province. This route was given the code name "Rat Line". The organization was closely connected with other groups including the Constitutional Democratic Legion, the Christian Democratic Movement, the Cuban Internal Resistance, the Magisterial Anticommunist Front, and the Democratic National Front."

1963: "...The network created in collusion with the Belgian embassy in the center of the country. Besides obtaining information, this group was to guarantee supplies for various bands of rebels operating in the mountains. Headed by a former prosecutor, Mariano Pinto Rodriguez, and the Belgian consul in Cienfuegos, Luis Puig Tabares, the network came to have some 100 members and operated until late 1963, although most of the time it was penetrated at the highest level by Cuban State Security."

104-10438-10137: DISPATCH: OPERATIONAL/MIGUEL CASAS SAEZ-CUBAN IN DALLAS, TEXAS
Report from AMLAME-4 written on 12/9/63. A 11/5/63 trace based on AMOT-28 as the source and Jose Matias Blanco Hernandez as the sub-source revealed that Miguel Angel Casas left Cuba for the US on 9/26/63 - Casas was a Russian-speaker and entered US under fictitious name Angel Dominguez Ramirez. Thought he was suspicious. On 11/15/63, Blanco received a letter stating that Casas was among the "Communist shock troops". On 11/20/63, Blanco got another letter saying that Casas had returned to Cuba. "On about 12/26/63, AMLAME-4 was arrested in a roll up of the AMLAME net in Las Villas Province..." The report of AMLAME-4 quotes his aunt as saying that he was in Dallas on 11/22 and he got past the border, and that "you know he is one of Raul's men". Another source said that "MCS was a poor person, poorly dressed...but now he dresses well, has a lot of money, owns large amount of T-shirts, jackets and shoes all American made...it seems that he departed from Dallas, Texas with two friends, and the Dentist believes he is following the tracks of at least one of them." 1/27/64 dispatch from Chief of Station, JMWAVE to Chief, SAS.
104-10021-10030: CABLE RE IDENTIFICATION OF MIGUEL CASAS SAEZ, AKA MIGUELITA
"AMLAME-4 report dated 9 Dec 1963 identifies one Miguel (Casas) Saez, aka Miguelito...ardent revolutionary follower (of) Raul Castro, militiaman and G-2. AMLAME-4 reports Casas' Aunt Lucia (Lopez) wife of Wilfredo (Ruissch) told her dentist that nephew 'Miguelito' in Dallas day of Kennedy assassination, managed leave through Laredo. Boarded far plane Mexico for Cuba. Dentist (not further identified) was AMLAME-4 source for Casas info. Dentist informed AMLAME-4 Casas had firing practice in militia and capable of anything...According A-4 it appears Casas departed Dallas with two unidentified friends and the dentist believes he can identify one of those friends...no trace found of Miguel Angel Saez, parents, aunt, or Wilfredo Ruissch. (Traces were done of Angel Casas - matronym unknown, who under WAVE investigation as a CI suspect and may be identical with Miguel Casas Saez). When photo received by WAVE (from ODURGE/INS) and comparison made, it determined that (Miguel Angel) Casas Aguirre and (Angel) Dominguez (Ramirez) not identical." 1/25/64 cable from JMWAVE to Director.

12/15/63, JMWAVE to Director, WAVE 9096: Neneca identified as wife of AMLAME-5. Guillermina identified as case officer. Is she Guillermina Ruiz? Is she related to Guillermo Ruiz/AMAUTO-1?
Information from HULAKE-1 on 1/8/64 that "there had been a general roundup in Cienfuegos, which began on 26 December 1963, possibly in connection with a suspected plot against the life of Fidel Castro. At least 17 person were arrested. One person appeared to be AMLAME-5 (Luis Puig Tabares 201-329604). Neither AMFAUNA-26 nor AMLAME-5 believed to be involved in any plot against life of Fidel, but could have been high on general suspect list." 1/15/64 dispatch from JMWAVE to HQ.
