104-10168-10082: CABLE: AMID GENERAL CONFUSION AND DISSENSION
02/07/61: Cable from WAVE to BELL: "1. Amid general confusion and dissension among Kildon (?) (unintelligible) following recent discussions between AMBRONC-1 (Colonel Eduardo Martin y Elena), AMJAG-4 and JMATE (the Bay of Pigs project, as well as Cuban operations overall) officers in HQs area, prospects for filling trainee quota in near future do not appear bright. At same time AMOT-2 (Jose Joaquin Sanjenis Perdomo) reports an estimated 210 recruits are now in WAVE area awaiting transportation. This statement is based on his own records of security investigations made to date. 2. When this problem was discussed afternoon 5 February with AMJAG-4 he admitted that foot dragging on part of recruiting committees in recent days has been result of specific instructions from AMDIP-1 (Tony Varona). 3. HQs may wish raise this Subject with AMDIP-1 to persuade him to instruct MILCOM mobilize remainder of trainee quota with all haste. 4. WAVE would prefer this method of filling quota in (possibly minimal) time to alternative of setting up new recruiting mechanism independent of AMIRON (the Frente Revolucionario Democratico - FRD) which at this late date would be burdensome and unlikely to prevent inclusion of undesirable types among recruits. C/S Comment: *WAVE stated it would not have full load 6-7 February Pax flight. Requested HQs cancel."
02/23/61: Cable from JMWAVE to BELL: "1. In 22 Feb meeting between AMDIP-1 (Tony Varona), AMJAG-4 and Keator (J. Andy Rogers), with AMCLATTER-1 (Bernard Leon Barker) interpreting, following was discussed and agreed upon: A. MILCOM would be reduced in personnel by 15 leaving only those civilians to perform necessary tasks i.e. finance, administration, and handle balance of recruiting. B. All recruiting facilities would be reduced or eliminated. C. All mail from camps would be censored by those officers in the camps (special request by AMJAG-4). D. All files would be moved to AMOT HQs for safe keeping. E. Review would be made on personnel returning from training camps or off ships to be sure all undesirable were taken from payrolls. F. Documents and passports would be returned to those dropped from payrolls. G. Medical attention and pay would continue for those included or taken sick in line of duty. H. All naval pool personnel and other held on retained would be released. I. All misc equipment and vehicles would be liquidated. 2. On some of above items i.e. para 1A there was some heated discussion. AMDIP-1 stated that Keator had informed him previously that recruitment would cease after quota was filled on Fri 17 Feb (per Ref B). But he had been informed by member recruiting team, Andreu, that Lt. Col. Frank had given them instructions to recruit 300 more. (This difficult to explain in light of Refs A, B, C). AMDIP-1 stated he had been misled by Americans in order to dissolve MILCOM recruiting mechanism and replace by ex-Batista officer recruiters. Keator denied this charge. 3. Meeting finally ended by AMDIP-1 admitting he quite impressed with conduct and performance of recruits at camp. C/S Comment: *Requested WAVE recruit additional 55 PAX for TRAV."
02/24/61: Cable from JMWAVE to BELL: "1. In meeting with AMDIP-1 (Tony Varona) and AMJAG-4 on 21 Feb, they requested, due to reduction MILCOM, that immediately all mail should be censored by officers at camps or on ships. 2. If TRAV and MADD can do this, it will eliminate charges of MILCOM interference with mails. Please advise. 3. To BELL: Please pass to FROG."
104-10231-10102: DISPATCH: AMBUD INTERVIEW WITH ARGENTINE AMBASSADOR TO CUBA
12/07/61: Dispatch from COS, JMWAVE to Chief, WHD (Info: COS, Buenos Aires): "1. During an interview between AMBUD-1 (Jose Miro Cardona) and Julio Anoedo, the Argentine Ambassador to Cuba, the Ambassador expressed his displeasure with AMBUD-1 over the affair of the Argentine documents, and made the following statement: 'Remember that you owe your position to the following three factors: The Americans, the Clergy, and Argentina. I say this to you as a friend so that you may not lose sight of this. You have forgotten the friendship which Argentina offered you. You do not behave with the sincerity which you owe the Americans. You have attacked the factors of the Church. I see that you are hesitating; remember this advice, think carefully and with sincerity join the factors which helped you disinterestedly, and which can help you.' 2. AMBUD-1 responded with only vague explanations. Later the Ambassador said he hoped AMBUD-1 would present a clear explanation relative to the Argentine case before the 30th of November. 3. On 27 November, during the Norman Diaz hour on Radio Station WMET, 1490 kilocycles, Diaz, who is a Cuban exile, strongly attacked the Argentine Ambassador. AMBUD-1 pays Diaz a monthly subsidy. 4. This information was furnished by AMOT-2 (Jose Joaquin Sanjenis Perdomo), having been acquired by AMJAG-4."
104-10070-10079: DISPATCH: OPERATIONAL/GYROSE-REVIEW AND ANALYSIS OF AMFAUNA OPERATION
07/23/62: Dispatch from COS, JMWAVE to Chief, Task Force W: Page 6: ..."22. In January 1961, AMFAUNA-1 (David Cabeza Coupau) came legally to the United States together with AMCUSP-1 and AMCUTLER-1 (brother of David Capeza Coupau) and looked up their old friend AMJAG-4, who at that time was heavily engaged in work with the resistance groups. AMJAG-4 introduced them to a JMWAVE case officer who instructed them to return to Cuba, to form contacts with as many resistance groups as possible, and to report their progress through AMRUNG-1 (Rogelio Gonzalez y Corso) who was JMWAVE's principal agent in the paramilitary field. Also in the JMWAVE area at this time were Identity-19 and Identity-23 whom they met and with whom they were later to work."
