06/21/62: Memo for the record from Theodore D. Ostier, PW Case Officer: (note: may be PM) Case Officer: SUBJECT: Conversation between AMBUD-1 and AMICE-8 as told to Theodore D. Ostier: "TIME: 20 June 1962, 1500 - 1630 hours. PLACE: Safehouse 49. 1. According to AMICE-8, AMBUD-1 (Jose Miro Cardona) has just returned from a tour to the Central American countries of Costa Rica, Honduras, Guatemala, Panama and Nicaragua. AMICE-8 stated that he talked to AMBUD-1 concerning his trip. AMBUD-1 was very pleased and enthusiastic about the results. AMBUD-1 was reported to have said that all of the above countries offered the PBRUMEN (Cuban) exiles areas in their respective countries where they could train for action against Castro. Moreover, AMBUD-1 was alleged to have stated that Costa Rica and Nicaragua said they would declare war on Cuba if they could be sure the United States would back them. 2. On a somewhat different tack, AMBUD-1 was supposed to have been talking to a Panamanian official while both were observing four small craft attempting to maneuver a large U.S. ship toward the canal locks. The Panamanian allegedly questioned AMBUD-1 as to why the U.S. didn't do something about Castro. AMBUD-1 reportedly answered, in effect, 'Do you see these four boats trying to move that ship in the direction they want it to go?' 'Yes.' 'That is what we have to do to the U.S.'"

Reuteman (Theodore Shackley): "REPORT COVER SHEET (Continued): 3. Ray's proposal has been discussed in the exile community as AMICE-8 asked AMBUD-1 (Jose Miro Cardona) what he thought of Ray's proposal. AMBUD-1 said he did not like Ray's proposal and that it would serve only to divide the exile community some more. 4. AMICE-8 was of the opinion that Ray's proposal would gain many adherents. 5. For Headquarters/Reports attention: There is considerable operational interest in Ray, particularly with respect to any transactions between Ray and ODACID (U.S. State Department). Zamka (David Morales), WAVE PM recommends that Chief TFW be consulted prior to dissemination of this report, and in any event Chief TFW should be afforded an opportunity to see this information."

FYI AMICE-8 advises that 30 Nov and MRR concluded a document couched in strong terms which was read in AMBUD (Cuban Revolutionary Council - CRC) meeting and subsequently supported by MDC, Montecristi and Rescate. Groups pressuring AMBUD-1 (Jose Miro Cardona) to carry document to GPIDEAL (President Kennedy) and get final yes or no answer from GPIDEAL re support PBRUMEN (Cuban) exiles in fight against Castro. Details of support required unknown. AMICE-8 stated AMBUD-1 frustrated and now in strong agreement with AMBUD members that immediate action against Castro regime necessary. A-8 stated copy document given PASSAVOY (probably Col. Wendell C. Johnson)."
