He was a member of a political action group known as the FORDC. His bio number 201-284658. His anti-Castro alias was "Luis Garcia". 9/20/61 dispatch from Chief of Station, JMWAVE to Chief, WHD: "On 11 August 1961 Pico gave AMCHEER-1 the following list which Pico claims includes the names not to be included in the exchange and which Fidel Castro personally gave to them before they came to the United States this last time. Pico said that the members of the Prisoners Commission had decided not to make this list public in order to prevent problems for the exchange negotiations. 5/2/63 cable from Mexico City to Director: "(John) Rettie tells (Dudley) Doust that Ambassador Mann off the record described "The Committee of Ten", an anti-Communist action group under his direction..."According LIFEAT Rettie planned depart Mexi evening 29 April for New Orleans...on 29 March Rettie told LICOOKY-1 (according LIFEAT) that he "really sorry he unable go Morelia to do the story of the Ugly Americans". In another cable seven months later on 12/13/63, Mexico City station asked permission from GALBOND (J.C. King) and ASHMEAD (James Angleton) for permission to destroy tapes on Doust and Rettie. CLASC also indicated certain (FORDC members) including AMICE-31 welcome aboard...AMICE-31 will be instructed (to) penetrate CLASC for joint (FORDC/CIA) purposes." Handwritten note: "re op to undermine (Emilio) Maspero stature in CLASC, and thus secret set stage for his replacement."
