Jeff Morley believes has a cite that should seal the deal. 124-10369-10025: ADMIN FOLDER-I9: HSCA ADMINISTRATIVE FOLDER, LEE HARVEY OSWALD VOLUME XXII: Garrison investigator Jim Alcock said that Jose Lanusa was fingered by Claire Boothe Luce as knowing Oswald before 11/22/63. Lanusa is one of the principals listed on the Garrison chart shown at 104-10172-10135. 104-10074-10388: AMHINT-8 is 201-283951.

11/8/62 cable from JMWAVE to Director: "Since forwarding (WAVE 0606) (CIA-DRE) relations have fluctuated up and down with each agonizing turn of policy and world events...(AMSPELL) has now categorically advised WAVE that they will not agree to (CIA) paying (AMHINT) salaries. In fact (AMSPELL) would prefer that (CIA) have no contact with any (AMHINT) delegates except delegation chief."

4/4/63 cable JMWAVE to Director: "3 April AMHINT-8 reported morning 2 April (DRE) called special meeting (of) its military section. Speaker was AMHINT-5. He told military section relations with (CIA) have come to impasse and no alternative for (DRE) but break relations and continue without aid...AMHINT-8 made comment that last month (March) (DRE) drew all its account out of local bank."

Because of Holy Week, JMWAVE efforts (to) contact both AMSPELL leaders and AMHINT-8 (AMSPELL 'penetration') in order (to) comply (DIR 32151) thus far unsuccessful. However, since AMSPELL usually dilatory in response (to) our requests, request MONT ask ()BUZZ-1 obtain (anti-American declaration) request from AMBARB-15."

180-10142-10247: No Title

On 11/22/63, when Lanusa heard Oswald's name it jogged his memory. He went home and found his notes with Carlos Bringuier. They contacted their CIA officer who said wait for an hour while he got instructions. Lanusa was excited that Oswald was pro-Castro that he couldn't wait and released the DRE's background on Oswald. Lanusa said that neither Luce or Pawley ever gave them money for a motorboat, contradicting Luce (her statement at p. 4). At page 33: Luce and Colby agreed they would try to get McCarthy to turn over the Oswald evidence to her and she would give it to Senator Richard Schweiker. "Efforts to contact Luce and McCarthy were unsuccessful." Commission Document 49 - FBI Graham Report of 02 Dec 1963 re: Oswald/Russia

11/22/63, Daniel James of the right-wing Citizens Committee for a Free Cuba interviewed by FBI. Lanusa discussed how Oswald tried to "infiltrate a student anti-Castro group last July in New Orleans, Louisiana. Lanusa also described Oswald definitely a communist and a supporter of Fidel Castro...Lanusa also advised him that Fidel Castro, in early September at a function at the Brazilian Embassy in Havana, remarked that if the United States causes him difficulty he has facilities to 'knock off' United States leaders...James further advised that on November 22, 1963, in a telephone conversation with Andrew St. George, a 'Life' magazine photographer, St. George told him that Jose Pardo Llada, of Cali, Columbia, South America knows of a plan of Castro to kill United States ambassadors in various countries. James advised that he did not know when this information was received by St. George, however, he believes it was some time ago since St. George has not visited South America recently."

104-10015-10086: CABLE CONCERNING STATEMENT MADE BY DRE LEADER JOSE LLANUSA GOBEL THAT FIDEL CASTRO HAS THREATENED LIVES OF US LEADERS IN THE EVENT OF US AGGRESSION AGAINST CUBA.

11/24/63 WAVE 8133 cable from JMWAVE to Director: "FYI local (FBI) contacted WAVE 23 Nov to advise they received teletype their HQs requesting local office determine veracity to include sources, of statement made by DRE leader Jose Llanusa Gobel to effect (that) Fidel Castro had threatened lives US leaders in event (of) US aggression against Cuba. Llanusa claimed possession this info in recent telecon with Paul Bethel, acting executive secretary Citizens Committee for Free Cuba in Washington, and attributed above threats to Fidel Castro during reception early Sept at Brazilian Embassy (in Havana)...WAVE checked with Llanusa and Luis Fernandez (AMHINT-53) and determined...DRE sources for above info were articles which appeared (in) Miami Herald and Voice of Cuba (Informes Sobre Cuba) 9 and 13 Sept respectively. It later determined Voice of Cuba had taken its info from Miami Herald article. DRE somewhat amateurishly attempted dodge local (FBI) query (in) order (to) protect fact their info stemmed from newspaper article...Having obtained media attention DRE trying (to) capitalize on this by making dramatic statements which imply tie-in between Oswald and (Government of Cuba). WAVE has instructed DRE not dramatize facts or attempt (to) slant news but DRE continues pursue course of action which in their judgment best suited propagandize US re Cuban issue. Hope (FBI) query may inhibit future DRE spokesmen from making slanted or dramatic statements."

104-10075-10058: JMWAVE CABLE RE KENNEDY MEMORIALS BY CUBAN REFUGEES IN MIAMI

11/25/63, JMWAVE to Director, WAVE 8142: "IMMEDIATE ACTION. Sitrep 24 and 25 November 1963. I. INTELLIGENCE HIGHLIGHTS A. KUJUMP Intel nothing to report. B. WAVE intel nothing to report. C. XOLA AND KUTUBE-D nothing to report. D. Press and radio...DRE held Castro responsible for President's death, and recalled threats Castro made against Kennedy in remarks made (illegible) September 63. DRE also recalled Lee Oswald attempts infiltrate DRE and his clash with DRE in New Orleans earlier this year (WFAB 22 Nov)...OPERATIONAL DEVELOPMENTS..."Amidst exile rumors circulating in reference to Pres. Kennedy's death is story that Eloy Gutierrez Menoyo commented on 21 Oct that 'something very big would happen soon that would advance Cuban cause'. Possibly related is SNFE member Manuel Rodriguez, alleged to be violently anti-Kennedy, is living in Dallas, Texas. (see WAVE 8130)." Commission Document 49 - FBI Graham Report of 02 Dec 1963 re: Oswald/Russia

On 11/26/63, Guillermo Belt, the Cuban Ambassador to the US from 1945-1947, advised SA Donald Hoeting he had received info from Jose Lanuza (aka Jose Lanusa, intel chief of DRE) about Oswald on 11/25. Lanuza told him that Oswald was in Miami 1-2 months ago and tried to infiltrate the DRE ranks. Oswald said he could train DRE members in guerrilla tactics to use against Castro. He added that Oswald was then in New Orleans passing out communist literature, and the DRE wanted nothing to do with him. On 1/23/64, Lanusa also reported that Jack Ruby was in Cuba with a man named Pratkins from two sources: The anticommunist group ARAC and from an exiled Cuban attorney Carlos Valdes Fauli who gave the info to Manuel Salvat/AMHINT-2.

Alan Weberman, "The Oswald Code"

Weberman posits that it is possible that "Julio Fernandez" was Jose Lanusa (or another DRE member or ally). "Dr. Guillermo Belt, the former Cuban Ambassador to the United States from 1945 to 1947 advised the Washington Field Office of the FBI on November 26, 1963, that he had received a call from Jose Antonio Lanusa November 25, 1963 last, in connection Subject. Lanusa advised Subject appeared in Miami one or two months ago and attempted to infiltrate anti-Castro organization DRE. Subject stated he could train DRE members in guerrilla warfare to be used against Castro. Subject later observed in New Orleans passing out Communist literature and therefore labeled Communist and Castro supporter. DRE had nothing further to do with Subject.
