Memo from Gaeton Fonzi and Al Gonzales to G. Robert Blakey: Interview with Salvat on 2/27/78. Cites his Miami office, Librario Universal, a retail and wholesale book firm dealing in Spanish language editions. Said principal leader of DRE was Luis Fernandez Rocha, its general secretary. Isidro Borja (AMHINT-5) was its military leader, known as Chilo.

6/14/61 memorandum for the record by WH/4/PM/Operations Anthony Sileo using the alias "Tony Sanders": Isidro Borja Simo (AMHINT-5) (201-288242): "Subject exfiltrated Cuba by legal means on 27 May 1961 after spending four months in the underground with the DRE organization, which was led by Alberto Muller (AMHINT-1)." Borja and his companion Angel Felix sought out former Cuban diplomat Guillermo Belt, who introduced them to RFK's advisor Charles Bartlett, former editor, who assured Borja he would reach RFK's ear...we (CIA) were subsequently instructed to talk to Borja...Borja then spoke to Walter Reuther of the Tractors-for-Freedom Committee in an effort to get Muller and Miguel Garcia Armengol (AMHINT-3) on the prisoner list, however, he was unable to find out from Mr. Reuther if it was possible. 6/21/61: Memo from JMWAVE to BELL. Marginalia identifies Isidro Borja Simo as AMHINT-5. Salvat (AMHINT-2) was in the middle of an operation in Santiago de Cuba. Received later information that Salvat was back in Havana.
8/24/62: Hernandez chrono reveals that Isidro Borja was on the Miramar raid, as was Carlos Hernandez, Leslie Jose Nobregas-Hevia, Juan Manuel Salvat Roque (AMHINT-2), Francisco Blanco-Hernandez and others.

On 4/3/63, Isidro Cosme Borja Simo was interviewed by the FBI. He obtained a degree in mechanical engineering from McGill U. in Toronto in 1957. Identified himself as Chief of Military Operations for the DRE. Recent Cuban raids have been cancelled due to weather and issues with the US government regarding the Neutrality Act and the need to avoid hostilities with USSR and Cuba. Do not want to see the DRE vessel Juanin II seized.
4/63: AMHINT-5 said the DRE should not shut down its military section, but instead tighten its belt and live without CIA funding.
August 1963: Eric Hamburg had discussion with Fabian Escalante - Escalante thought that the man leafleting with Oswald in New Orleans might have Isidro Borja. (1997 conversation)

10/22/63 cable from WH/1/V to Caracas: The purpose of the communication is for Newby (CIA officer George Joannides) to "come to HQS to discuss AMHINT-5's activities in Venezuela."
Re August-November 1963: Staff notes indicate that when Clare Boothe Luce was talking to Justin McCarthy about the man referred to in other documents as "Julio Fernandez", she was told by McCarthy that "Julio Fernandez's" code name was "Chilo" - that was the nickname for Isidro Borja. Starting on the previous page: "I knew a number of these leaders well; they were going in and out of Cuba, I paid for one of the motor boats, Bill Pawley did too...the night of the assassination, right after Oswald was caught, one of my boys telephoned me from New Orleans - he was captain of "her" boat- the Cubans were told to leave Miami - he had opened a call in New Orleans - he telephoned to tell me that Oswald was a hired gun; Oswald had tried to penetrate their little cell; that they turned around and did a counter penetration job on Oswald; all of this was done several months before the assassination..."she spoke to him again during Garrison era, and he said, "I am a lawyer, I have two children, I am making my way in Miami, and I never want to hear a damn word about the assassination of Kennedy because you Americans really do not want to hear the truth."
"McCarthy identified three of the Cubans with whom he had been associated as Luis Fernandez Rocha (AMHINT-53), Jose Antonio Lanusa (201-339258) and one with the code name 'Chilo' (Isidro Borja, AMHINT-5)." (Note: Luce described the "boatman" she was familiar with as "Julio Fernandez" - this man could only be the boatman Isidro Borja.) He may or may not be a fanatic..."

October 1975: There is an "allegation of Pawley’s close friend and political ally Clare Boothe Luce, about a story from her 'young friend,' the skipper of one of the anti-Castro DRE raider boats she and Pawley were sponsoring. Luce claimed that her friend (to whom she gave the pseudonym 'Julio Fernandez'), told her the night of Kennedy’s assassination that he 'had these tape recordings of Oswald' in New Orleans, tapes which included Oswald’s 'bragging that he could shoot anyone, even the Secretary of the Navy.' Luce phoned CIA Director William Colby about the story on October 25, 1975, telling him chiefly about the tapes...by the end of the day of the second phone call, October 31, 1975, Colby had been dismissed as CIA Director by Ford’s White House Chief of Staff Donald Rumsfeld and his assistant Dick Cheney. This was part of the notorious 'Halloween Massacre' that also ended Henry Kissinger’s career as National Security Adviser."
