Isidro 'Chilo' Borja, early member of the DRE. Educated as an engineer in Canada, he controlled the group's boats and headed the group's military section in 1963.

6/21/61: Memo from JMWAVE to BELL. Marginalia identifies Isidro Borja Simo as AMHINT-5. Salvat (AMHINT-2) was in the middle of an operation in Santiago de Cuba. Received later information that Salvat was back in Havana.

2/7/78 memo from Gaeton Fonzi and Al Gonzales to G. Robert Blakey: Interview with Salvat. Cites his Miami office, Librario Universal, a retail and wholesale book firm dealing in Spanish language editions. Said principal leader of DRE was Luis Fernandez Rocha, its general secretary. Isidro Borja (AMHINT-5) was its military leader, known as Chilo.

On 4/3/63, Isidro Cosme Borja Simo was interviewed by the FBI. He obtained a degree in mechanical engineering from McGill U. in Toronto in 1957. Identified himself as Chief of Military Operations for the DRE. Recent Cuban raids have been cancelled due to weather and issues with the US government regarding the Neutrality Act and the need to avoid hostilities with USSR and Cuba. Do not want to see the DRE vessel Juanin II seized.
