Fabian Escalante states in JFK: The Cuban Files, p. 177: "In October (1963), further information placed Salvat and Joaquin Martinez Pinillos with Fermin de Goicoechea in Dallas, in the company of arms smuggler John Thomas Masen, from whom they proposed to acquire weapons of all kinds, presumably stolen from the military depot at Fort Hood, for 'a second invasion of Cuba to take place at the end of the year.'...immediately after the assassination, Salvat and his group engaged in a wide-ranging media campaign charging Cuba with the crisis, circulating Oswald's pro-communist and pro-Castro background, and arguing that the assassination was Cuba's reprisal for CIA attempts on the life of Fidel Castro."

The next cable of the same day, DIR 13628, lists the four identities. #2 is "Manuel Salvat Roque". #1 was Alberto Muller, #3 was Miguel Garcia, #4 was Antonio Garcia. All four men were part of the DRE propaganda team.

Juan Manuel Salvat Roque was one of the founders of the DRE. He told the HSCA that he "heard" William Pawley/QDDALE provided the group some support.

June 1960, Biographic data on Juan Manuel Salvat Roque: Student in the social sciences at Havana University, until he went into hiding 1 June 1960 after anti-Communist activities...was one of the organizers of the incidents against Anastas Mikoyan in Central Park (Parque Central) in Havana. The three students were (temporarily) imprisoned. Salvat an MRR student leader...Salvat and Muller were in hiding for three weeks, seeking asylum, when MRR failed to exfiltrate them from Cuba. The students were unable to find asylum in any embassy for a period, and were reportedly constantly pursued by Castro forces...The Salvadorean embassy granted Salvat and Muller asylum. On 21 June, Salvat was granted U.S. visa...AMBIDDY-1, de Varona, AMPALM-1 (Salvat's first cousin) and AMPAD-1...know Salvat."

5/17/61 cable from JMWAVE to BELL: This document in the Manuel Salvat file shows Zamka contact Jose Maria Lasa obtaining political asylum in Havana; AMHINT-2/Salvat, AMHINT-5/Isidro Borja and Luis Fernandez Rocha are all seeking asylum - there are more than 700 asylees languishing in Havana. 9/14/62 dispatch from Chief, JMWAVE to Chief, Task Force W: "Stanley R. Zamka (note: David Morales) as "Dr. Meza" meets AMHINT-2 for regular PM operational purposes." It states that Zamka has also met with "Jose Maria Lasa U. upon occasion concerning Lasa's direct liaison with Headquarters through Fletcher V. Knight (Richard Helms)." The previous page states that "the CEDAR team, a PM team destined for Oriente province returned from Isolation training and are awaiting infiltration." On 8/17, AMHINT-2 met with Zamka, Noemayr and Nelander representing "AMHINTS, AMSPELL and AMBARBS, respectively...the meeting could not be considered a success. AMHINT-2 was adamant in retaining control of AMBARB funding of at least one official delegate in each country. He refused to even consider LCFLUTTER for himself..."

09/15/62: Cable from Caracas to Director (Castelon Acting): Slugline GYROSE AMSPELL: "1. Following from ODACID officer from conversation with Manuel Brana, member of Consejo Revolucionario recently arrived VENE: A. AMHINT-2 (note: Juan Manuel Salvat Roque) in VENE as result request VENE Govt. Had conversations with Rear Admiral Armando Lopez Conde. AMHINT-2 attempting negotiate use of Orchila Island for training and operations site for AMSPELLS. Lopez assisted similar operations during Larrazabal regime for Fidel in 1958 and personally favors AMHINT-2 proposal, but Lopez needs Betancourt approval. AMHINT-2 asked use other VENE base if Orchila not available. 2. According to CIRAKE-2, AMHINT-2 and three other members (portion GBLD being SVCD) his parent organization spoke at private meeting of 20 to 30 Venezuelans, Cubans and two Americans 13 Sept. Purpose meeting urge Venezuelans form local organization to purchase boats for AMSPELLS. One pledge of ten thousand Bolivares received. 3. CIRASH-6 (note: Orlando Garcia Vasquez) tacitly admitted responsibility AMHINT/2 visit Venezuela (portion GBLD) said AMHINT-2 planned depart VENE 14 Sept on Latin American tour. CS Comment: *No evidence support AMSPELL by Betancourt; however, CIARK-1 believes that AMSPELL visit VENE coordinated by CIRASH-6 who CIRATAL-1 advisor on Cuban matters."

23 Aug 1963, Cain reported he had been approached by representative of DRE and they attempted to recruit him to be trained in Central Am. The person who contacted him spoke on the phone in his presence to someone in Miami named...Salvat (AMHINT-2) and asked if his group is sponsored by the CIA. Salvat said the group is sponsored by "the Pentagon, which is in competition with CIA, and, therefore, all activities of the Directory must be kept secret."

September 1963: Richard Cain's contact reported we have been approached by DRE, trying to recruit the contact into joining a guerilla group being formed in Central America. When contact asked if it was US-sponsored, the DRE representative called Salvat and was told the group was sponsored by "the Pentagon, which is in competition with the CIA and therefore all activities of the Directory (DRE) must be kept secret." The preceding page says "discuss this with (John) Tilton of MOB (Maritime Operations Branch of Special Activities Staff of CIA), noting for his benefit that we now have contact with Cain."

Marginalia on draft of DRE history: "Salvat had written to friends in Miami about this state of affairs (i.e., CIA not providing adequate support to DRE) and threatened to kill CIA personnel involved should anything happen to Muller (AMHINT-1) as a result of Agency bumbling." 2/7/78 memo from Gaeton Fonzi and Al Gonzales to G. Robert Blakey: Interview with Salvat. Cites his Miami office, Librario Universal, a retail and wholesale book firm dealing in Spanish language editions. Said principal leader of DRE was Luis Fernandez Rocha (AMHINT-53), its general secretary. Isidro Borja (AMHINT-5) was its military leader, known as Chilo. He met the CIA officer in charge of commando training in the Florida Keys, later identified by Ross Crozier as David Morales. He remembered Justin McCarthy, who he identified as a "good friend of Paul Bethel and worked closely with Jose Antonio Gonzalez Lanusa in setting up press appearances and publicity for the DRE in New York City following the Blanquita attack."
