Definition:
Jorge Giraud Leiva. Early exile volunteer (April 1960) for military action against Cuba, along with Carlos Hernandez (AMHAZE-2523) and Felix Rodriguez. He was asked to be part of AMWORLD. Completed full military training including maritime operations and parachute drops. In 1963 recommended by JMWAVE Operations (Morales) for AMWORLD project.

Felix Rodriguez y Mendigutia; 2nd Lt. Jorge Giraud Leiva; 2nd Lt. Rafael Usatorres Corvo (marginalia - "cancelled"); 2nd Lt. Garcia-Rubio y Cancio; 2nd Lt. Luis de Jesus Garcia Lopez."

8/27/63 Memorandum for the Record by Raul Hernandez: After Hecksher conducted an Inter-Agency Source check on Manuel Artime (201-267437), Sixto Mesa (201-717405), Rafael Quintero (201-281270), Cesar Baro (201-307875), Julio Garceran de Vall Souza (201-316874), Rafael Sardinas, Jose Antonio Iglesias Pons (201-283424), Hugo Elias Martinez (201-300723), Felix Rodriguez y Mendigutia (201-284815), Jorge Giraud Leiva (201-281266) and Luis de Jesus Sierra Lopez (201-282033)...with the exception of Garceran, who was being coordinated between ACSI and CIA as a principal agent, none of the other men were presently being employed by other government agencies.
