"The main Miami operation related to Uruguay, however, is the AMHALF project involving three Uruguyan diplomats assigned in Havana. They are the Charge d'Affairs, Zuleik Ayala Cabeda, and two diplomats: German Roosen, Second Secretary, and Hamlet Goncalves, the First Secretary. No one of them is supposed to know that the other is working for the CIA but the Miami station suspects they have been talking to each other. Their tasks in Havana include arranging for asylum for certain Cubans, loading and unloading dead drops used by other agents, currency purchase and visual observation of certain port and military movements. Communication to the agents from Miami are through the One-Way-Voice-Link radio...the sensitivity of this operation (is) already extreme because of the implications of using diplomats against the country to which they're accredited. The Department of State would have no easy time making excuses to the Uruguyan government if this operation were to blow."

9/18/63 memo from JMWAVE to Director: "At 2100 hours 7 Sept 63 AMLEO-3 received phone call from wife Hava stating she had maneuvered personal meeting with AMTHUG-1 (Fidel Castro) at his Santa Maria beach house some two hours previously. Result (of the) conversation, during which wife pleaded for permission (to) leave Cuba, was AMTHUG-1 told her if A-3 wanted (to) see wife, children he would come (to) Cuba to do so. AMTHUG-1 also said he knew A-3 was behind and to blame for many recent attacks and anti regime activities now occurring (in) Cuba." "Wife AMHALF-2 currently Miami discussing with WAVE possible asylum for AMCANOE-3 which WAVE would like (to) carry out 14 Sept. This op if successful would be valid test (for) AMHALF-2 mechanism. Thus if it worked out it could be used 19/20 Sept for arranging asylum for AMLEO-3's family. This channel involves using diplomatic car make pickup of potential asylee at fixed date, time and place and transporting prospective asylee into Uruguayan embassy past Cuban milit a guards. This technique has worked in the past but has not been used recently due (to the) fact diplomat who makes pickup with diplomatic car can be PNG'd (declared persona non grata) and potential asylee taken from car and arrested or shot...AMHALF-2 has fee for his asylum service but do not believe it will be prohibitive. However, AMHALF-2 is unscrupulous type and not entirely dependable thus desire (to) test this channel with AMCANOE-3 before it used with AMLEO-3's family."

WAVE expecting priority message, *concerning maritime exfil of Headquarters asset*, in NIEXIT pouch which presumably will arrive MEXI 22 Nov. Sloman will contact Choaden (David Phillips) by phone either at station or home 23 Nov arrange pick up any material NIEXIT-3 may have received 22 Nov."

"In Mexico City, Sloman/Sforza was to meet the wife of an agent designated as AMHALF-2, and retrieve a message regarding the 'Maritime Exfil of headquarters asset' who was to arrive in Mexico 'on 22 November' and may have been Fidel Castro's sister, Juanita. Sloman was ordered to contact Phillips, mentioned here under his longtime alias '(Michael) Choaden', on the next day and pick up the information that had arrived from NIEXIT-3 (NOTE: A CIA agent, name still unknown, who was a communications circuit between Mexico and Cuba). AMHALF would be a link person, part of the communication circuit providing intercepts for island assets. Between 1960 and 1963, there were something like 350,000 such intercepts either by land lines or on-island assets, all directed to CIA."
Memo written in late evening hours of 11/22/63 (apparently sent 11/23), IMMEDIATE ACTION JMWAVE to Director, WAVE 8057: ..."Miami Herald reported IAPA delegates said US must overthrow Castro because there is little chance (of) internal revolt. Latin editions did not think USSR would fight over Cuba, and agreed Castro regime must be eradicated for sake of hemispheric security...on WMIE 21 Nov Alfredo Perez Berreiro interviewed Brigade 2506 members to whom President spoke at airport on 18 Nov. They reported President said following: To Jose Perullero: 'I am not forgetting you.' To Bernardo Torres: 'I am not forgetting Cuba' and to Antonio Paz, 'Do not become desperate, everything will come.'...Operational Developments...Henry J. Sloman (Tony Sforza) departed WAVE for MEXI to meet (the) wife of AMHALF."

Request traces Reyna (Callarreta) de Goncalvez (DPOB 37 Montevideo Uruguay), wife of Hamlet Goncalvez, first secretary Uruguayan Embassy Habana Cuba. Sons Alfredo and Marcelo. Uruguayan dip PP 2757. Resides number 2308 Street 140 between 23 and 25 Avenues, country club district, Habana. 2. WAVE files contain number refs on husband Hamlet but none on SUBJ other MEXI 4781 DTD 7 June 63 which reports her arrival from Cuba by air 4 June 63. SUBJ appears CA 28 years old. Five feet six. Joined Falange Party 36 and great admirer Franco. During late forties was active Tercerista political affairs Uruguay but claims since then no political affiliation although persons believe he Tercerista. Five feet seven. Eyes blue. Hair gray and sparse. Face light complexion. Argentine dress and appearance. Apparent age 43. 2. WAVE files contain FOLL traces SUBJ: A. 4/13/64 memo, from JMWAVE to Director: "AMHALF-2 reported member (of) JURE...visited him at Dupont Plaza Hotel on 9 Apr and asked if A-2 would grant asylum to member JURE and authorize him (to) carry out anti-Castro activities and communicate with persons outside Cuba from within AMHALF embassy. A-2 refused."

5/29/64: More closely related to Cuban operations in Uruguay is another attempt to defect by Earle Perez Freeman, ‡ their former intelligence chief in Montevideo, who had defected and then changed his mind in Mexico this past January. Perez has just obtained asylum in the Uruguayan Embassy in Havana where three of the four diplomats (the AMHALF agents) are working for the Miami station. One of these, the Charge d'Affaires, is being replaced, but through the other two, German Roosen and Hamlet Goncalves, ‡ the Miami station will try for a debriefing on Cuban operations in Montevideo. Over the week-end I'll compile a list of questions based on what we already know and forward it to Miami for use with the AMHALF agents.
