A cable from JMWAVE on December 4, 1963, stated that "primary source of (unintelligible) is Pedro Armando Almirall, Miami resident and currency dealer. His sources various members of AMHALF Embassy, but basically AMHALF/2. Current German Roosen. POA requested, member AMHALF Embassy advises latest pickup (para 1 above) acquired from various sources in amounts up to 30,000 and below rather than from Velasco travel agency which affiliated PBRUMEN (Cuban) Government and up to present major internal source KUBARK (CIA) pesos."

Story recounts how more than 200 Cuban refugees are allegedly in the Uruguyan embassy in Havana. There was a shootout involving four men who crashed into the embassy in a jeep, resulting in the death of Jose Antonio Lazo. "(Zuleik Ayala) said the men seeking asylum were not uniformed and had no weapons."
