Discussion:
A cable on May 19, 1961, stated that "AMCOOP-1 related that (REDACTION) Ambassador good personal friend. Ensuing utilization this relationship resulted creation AMDOODLE-1 courier system, in which AMCOOP-1 served as cutout between 'Eugenio' (Emilio Americo Rodriguez) and AMDOODLE-1."

A memo by Robert Croke, WH/4/FI, on June 16, 1961, stated that AMIRE-1 claimed "that, on the second trip that AMDOODLE-1 made, included in the pouch were five bottles of Miltown, three guyaberas, and an item of jewelry that never got to its ultimate destination. The first two items were for his wife; the other, for a customer of his in Buffalo, N.Y. He says that he is not so much interested in the items but in the fact that communications seem to have broken down somewhat. Also, he requested that we check on visas for FLAME and his friends. He mentioned that NENO will be going to Mexico and will need a visa for the U.S."

Frank Belsito and Ralph Seehafer were also involved in the creation of the staybehind nets. John Newman, Countdown to Darkness, p. 72. Seehafer was the headquarters case officer for AMIRE-1.

1961: CIA document: This diagram shows, among other things, a relationship going from shortwave operator AMGLEN-9/"Ink" (probably Emilio Cardenas Pinera), also known as DWAKIQ) - to another shortwave operator referred to as "Felipe" (AMSTOW-1) - to DIMPLE/AMCOOP-1 - to ITALY's wife, described as "alternative unwitting courier". Other identifiable actors described in the diagram include EUGENIO/AMIRE-1 (Emilio Rodriguez), HENRY/AMRYE-1 (Tony Sforza). The Regular Courier in this diagram was "LAGO." The Alternative Courier was "Lago's Coworker."

05/19/61, Cable from JMWAVE to BELL: "1. AMCOOP-1 (Miguel Xiques Macias) contact with Cuban intelligence net began approximately nine months ago. He approached by woman known only to him as 'Nellie' who in turn put him in contact with 'Eugenio', latter then asked AMCOOP-1 if he had any any close friends among Havana foreign diplomatic community. AMCOOP-1 replied that (REDACTION) Ambassador good personal friend. Ensuing utilization this relationship resulted creation AMDOODLE-1 courier system, in which AMCOOP-1 served as cutout between 'Eugenio' and AMDOODLE-1. 2. AMCOOP-1 only knows 'Eugenio,' and 'Henry', by their war names. He has also heard of but never personally met 'Happy.' In addition to cutout function, AMCOOP-1 had also harbored operational types at his home at 'Eugenio's' request. 3. Full details AMCOOP-1 debriefing being forwarded UFGA-1602. CS Comment: Requested cable IDEN and details method AMCOOP-1 contact with intel net Cuba."
