Between December 1960 and March 1961, Frank Fiorini "reportedly was cooperating with the MIRR, headed by Orlando Bosch, and had attempted to negotiate agreements with Victor Panequq, aka Captain Diego, MIRR military coordinator, for unity of that organization with Fiorini's group. Paneque and Fiorini allegedly had participated in an unsuccessful attempt to invade Cuba, returning to the Miami area on 2/26/61...indicated he would establish the International Brigade and that he planned to have (Alexander) Rorke in charge of the New York office and Information Service of the brigade as a cover for an intelligence operation. Fiorini allegedly had a bad reputation among the Cuban nationals and was characterized as loud, obscene, immoral and as a braggart and as residing with one Janet Mann, a stripteaser and "B" girl."

2/24/61 CIA notes: (MIRR) is under the leadership of Orlando Bosch, a medical doctor and formerly active in the July 26 Movement. Victor Paneque, also known as Captain Diego, is considered the military leader and has access to a 45-foot motor launch called 'The Jolly Roger'...The military commander for its resistance group in the Escambray Mountains is Joaquin Membribo. MM T-4, in January, 1961, advised that Frank Anthony Sturgis, also known as Frank Fiorini...has a group of about 70 individuals (in Miami) who want to obtain arms and ammunition for an attack against the Castro government of Cuba...Fiorini is negotiating with Paneque concerning unity of the two groups, and Paneque and Fiorini plan to establish a training camp for their men in the Florida Keys where military training will be afforded."

9/18/62, dispatch from Chief, JMWAVE to Chief, Task Force W, Operational GYROSE/KUWOLF/Dr. Orlando Bosch Avila: Information from AMBASAL-1: "Subject organized an anti-Castro organization called Movimento Insurreccional Revolucionario which later became Ejercito Cubano Anticomunista Frente Escambray. Subject was the Secretary General of the latter organization, other top posts being held by Dr. Gonzalo Lage and Evilio Duque, 'the fighting Comandante' who lived in Spain for many years under the name Marcelino Garcia. Lage recently became disgusted with Subject and left group...For a time Subject was involved in an organization called (MIRR) with which Frank Fiorini was also connected. The MIRR received $75,000 from 'Chiri' Mendosa, son of Mario Mendosa, the wealthy Cuban contractor, and sent a team to Pinar del Rio which included Angus McNair, an American, as receivers of supplies and equipment to be airdropped later. The team was compromised and all of its leaders were executed. Fiorini suspected that Subject may have been in league with Castro's G-2 (because the compromise of the team was well known but the drops went forward anyway). When Evilio Duque came out the Escambray to exile in Miami, Subject was his constant companion...For a time Subject fell in with Victor Paneque, 'El Comandante Diego', but they parted company, and about two months ago Subject was known to be back with Duque..."

CIA Field Information Report, 12/3/63: "On 30 October 1963 Jack Griffin told Frank Fiorini, an American pilot who has been involved in the planning of air strikes over Cuba, that Bill Johnson had decided to use Barry Manning in any future private raids over Cuba, instead of Griffin...Bill Johnson had control over all MIRR operations. The MIRR is led by Orlando Bosch Avila.

3/10/66 cable from Chief of Station, JMWAVE, Philip Elmard to Chief, Western Europe, slugline QUANTUM PBRUMEN: "It should be pointed out to QUANTUM that the MIRR has been quite active in the past year (1965) ranging from executed to planned (a) attacks on the Cuban coasts; (b) infiltration attempts; (c) sabotage activities; (d) air strikes to (e) a declaration of war on all shipping servicing Cuban ports. (FBI) and other (US) agencies are constantly endeavoring to ascertain, discourage and frustrate (MIRR) activities before they reach fruition."
3/10/66 dispatch from Chief of Station JMWAVE sent to many chiefs of station in Central America and South America, with JMFRACAS slugline: "References deal with a report on the Tri-Continental Conference (dated January 1966) by the (MIRR), a Cuban exile group. This report, published in the form of a 10-page booklet, purports to be based on tape recordings made by the MIRR of the actual proceedings of the various working committees set up at the conference. The report is a complete fabrication and Orlando Bosch (AMDITTO-23), the head of the MIRR, volunteered this submission to AMHIM-2...the fabricated origin of the report is as well known in the local exile community as the MIRR's reputation as an irresponsible group that has frequently resorted to fabrications in the past. The document is definitely not suitable for passage to liaison nor for any exploitation that would require the slightest degree of authenticity. Exploitation of the booklet could unnecessarily enhance the prestige of the MIRR; it could not be in (CIA's) best interest to do this. We are forwarding selected portions of this booklet to pertinent Stations for possible exploitation by press or radio assets, with the caveat that exploitation be done without giving undue publicity to the MIRR..."
2/25/69 NY FBI interview with Oscar Miguel Nodarse Diaz, stated he had no faith that the Cuban exiles could prevail any longer. He advised he was never a member of Cuban Power but "that he was very close to Doctor Orlando Bosch who was the real leader of the Cuban Power organization...he maintains relationships with people such as Miguel Artime of the MRR, Dr. Orlando Bosch Avila of the MIRR, Nazario Sargen and Armando Fleites of Alpha 66."
