Discussion:
A cable from Paris on April 3, 1965, stated that "we must assume Guerra and AMDAN together thus HQs hold applies."

Another cable added that "if derogatory on Ricardo Madan Rivas actually serious, suggest HQs warn AMWHIP-1 (Carlos Tepedino Gonzalez)." There was also a reference to Jorge Madan, brother of Ricardo. This cable also contained the slug MHVIPER (economic denial program focusing on sabotage of all Cuban traffic involving buying, selling, and shipment of parts and supplies.).

A memo on April 28, 1965, mentioned that Jorge Madan Rivas was Cuban Vice Minister of Foreign Commerce. AMWHIP-1 stated that Jorge Madan had a brother then living in Miami, Ricardo Madan Rivas (201-273586), who would be an excellent entre to the former. AMWHIP-1 believed that Ricardo Madan was a trustworthy man who knew AMCRUMB-1 (Carlos Maristany Sanchez) well, and a great many people who were still in the Cuban Government.

FBI memo: "On 4/6/59, MM T-6 advised that Ricardo Madan...(of the Eagle Shipping Co. in Miami)...was appointed as an investigator by Sergio Sanjenis, the then head of the Cuban investigative agency known as DIER (Department of Investigations of the Revolutionary Army)." MM T-6 said that others who were appointed were Alberto Lopez Lopez, Tony Farinas, Joe Paula and Carlos Martinez...MM T-2 said that "the largest cache of dynamite seized during that general period (1957) by the Cuban government was Madan's own, at least he was held responsible for its being in Cuba."

Holmes: Subject: Francisco Valentin Perez y Perez aka Frank Perez Perez: Page 20: ..."According to MM T-4, the Consul was seeking the opinion on Frank Perez Perez three or four days prior to the departure of the plane flown by William Shergalis, and Cuban Consul mentioned that he had talked with Frank Perez and further, that on the day before the plane flight of Shergalis, the Cuban Consul visited his brother-in-law, Ricardo Madan, and was observed to be very nervous. The Consul reportedly had received information from Frank Perez Perez...MM T-4 advised on March 28, 1960, that around mid-March, 1960, Carlos Martinez was trying to talk Ricardo Madan into working for the Cuban Government..." Page 21: ..."and attempted to convince Madan that he should work for the Cuban Government. However, Madan very definitely refused..."

06/18/64: Cable from Paris to Director: Slugline RYBAT TYPIC YOBITE AMWHIP AMLASH: REF DIR 27631: "1. While PARI May 64 AMWHIP-1 reported presence Villy Barrientos who with Cuban basketball team then Paris. AMWHIP said AMLASH-1 had said Barrientos aged about 55 years good ops prospect and had signalled him to KUBARK (CIA) when AMLASH in Brazil in 63. Evaluation apparently based hope on non commie political attitude than on access which judging from AMWHIP comment is basically limited sports area. 2. AMWHIP noted Barrientos good friend Ricardo Madan Rivas who now (201-273556) Miami and could be used for approach either directly or by name. Madan also has brother Jorge who has important but unidentified job Cuban foreign office. AMWHIP says Madan could pitch brother. 3. Index Barrientos and Madan."

3/31/65, Cable from Paris to Director, JMWAVE: slugline KAPOK TYPIC MHVIPER AMWHIP: "During brief of AMWHIP-1 (Carlos Tepedino Gonzalez) for elicitation in local embassy, Stockwood mentioned Fernando Guerra and Jorge Madan in area. A-1 immediately identified latter as Jorge Madan Rivas aged about 30 whom he previously spotted for HQS as prime recruitment target. Jorge brother Ricardo Madan Rivas about 55 now Miami. Ricardo has extremely close dominant relationship with Jorge having paid for his education. Ricardo who thoroughly trustworthy could be means introduce (CIA personnel) or elicit info..." Handwritten note at end: "Gave info re Cuban nickel production."

Jorge Medan (note: corrected to Madan) Rivas, Vice Minister of Foreign Commerce: (1) AMWHIP/1 (Carlos Tepedino Gonzalez) stated that Jorge Medan has a brother now living in Miami, Ricardo Medan Rivas (201-273586), who would be an excellent entre to the former. AMWHIP/1 reported on Ricardo in Paris 0190 (IN 35169). AMWHIP/1 stated that Ricardo was a trustworthy man who knows AMCRUMB/1 (Carlos Maristany Sanchez) well, plus a great many people who are still in the Cuban Government today.
