Discussion:
A memo in September of 1969 stated that AMCURVE-1's 201 number was 201-333971. The Cuban Mugbook, Vol. III, mentioned that Jose Antonio Rabaza Vasquez's 201 number was 201-333971. A dispatch in March, 1967, also assigned Rabaza this 201 number, and said he was a well known DGI officer. The Cuban Mugbook also stated that Rabaza was born on December 14, 1931. CIA documents in 1964 and 1965 stated that Rabaza was also known as "Pelayo." Another DGI officer, Rodolfo/Radulfo Paez Perez, also had the pseudonym of "Pelayo". In a report in September, 1964, AMMUG-1 identified Paez as being the Chief of Personnel for the DGI. A memo in June of 1964 stated that AMMUG-1 did not recognize the name of Jose Antonio Rabaza Vasquez, although it mentioned that Rabaza was "formerly (in) Rome." Furthermore, the memorandum in 1969, mentioned above, seemed to imply that Rabaza was in Cuba, as it commented that "we doubt that he will be out for quite some time, if ever." It may also have been a reference to prison or some kind of detention.

September 1964: "Source: A former Cuban IS officer who served with the Cuban Intelligence Service until April 1964: Headquarters Comments...1. Rodolfo or Radulfo Paez Perez, pseudonym 'Pelayo', is the Chief of Personnel for the Direccion General de Inteligencia (General Directorate of Intelligence - DGI). He also carries a Ministry of the Interior carnet. 2. Paez, according to source, was born about 1936, is five feet seven or eight inches tall, 170 pounds. He has black, wavy hair, a white complexion, thick, fat lips, thick, fat neck, and large protruding eyes.." Source was AMMUG-1 (Vladimir Lahera Rodriguez).

Queried re claim AMLASH/1 is AMTHUG agent, said had meant term in sense of rep, not spy, but far from excluding latter. Basis his statement was Ref A meet with Roa and recent AMLASH/1 contact with Cienfuegos et al of Ref C. 3. Re 'Pablo', in Jan and Apr 63 DEVIGIL entry-and-search ops yielded G-2 correspondence between 'Pablo', Havana case officer, and 'Cesar,' in Olegario Saniz Rodriguez, then attache at CUB Emb to Vatican. 03/29/67: Dispatch Chief, WH Division to COS, JMWAVE: "1. Forwarded, herewith, are photographs of two known DGI officers, Jose Antonio Rabaza (201-333971) and Rodolfo Paez Perez (201-334244), who are both known as 'Pelayo.' Station will note in Ref A, AMMUG/1 identified a person known as 'Pelayo,' as the Chief of Personnel of the DGI in Havana as of 1964.' 2. Please show the attached photographs to AMMUG/1 to determine if either man is the 'Pelayo' known to him. The photographs should be returned with your reply."

In mid-September (REDACTION) will start arriving (REDACTION). The first arrived on 11 September, the second 15 September, and the last on the 16th. Not surprisingly, the name of AMCURVE/1 (201-333971) is not among those coming. We doubt that he will be out for quite some time, if ever..."
