Definition:
Unknown identity. AMCLEMENT-1 translated the manifesto from the UR Chief of the Chinese Sector, Chao Kuo Tse, in May or June of 1962. The latter was apparently arrested in Cuba in July, 1962, and sentenced to ten years in prison and forced labor.

Discussion:
AMCLEMENT-1 reported the above developments to JMWAVE CI in early January, 1963. In addition, a cable in November of 1963 stated that Andrew F. Merton (probably CIA officer Jack Stewart) doubted whether AMCLEMENT-1 could handle an approach to Chavez.
