This memo created during the Garrison investigates lists several persons "involved in the Garrison case," including Donald Dean Bohning: "Bohning is the Latin American Editor of the Miami Herald. He was granted a PCSA on 21 August 1967 and a CSA on 14 November 1967. He is AMCARBON-3." PCSA is a preliminary covert security approval; CSA is the next step. With a covert security approval, the recipient may not know that she or he is being used by the CIA.

Bohning wrote a negative review of Davld Talbot's book Brothers: The Hidden History of the Kennedy Years, prompting this reply.
