A Farewell to Justice p.170, Blond Ghost p.113

In Farewell to Justice, author Joan Mellen states that Al Burt, the Latin American editor, could be easily identified by the recitation in a CIA memo of AMCARBON-1's journalistic biography, beginning with his origins at the Herald's city desk.

3/19/64, Ted Shackley memo to Desmond FitzGerald: This memo contains what Mellen calls an "explosive allegation" about AMCARBON-1's sources, which Shackley learned about during the course of 1963: "EDMUND LEAHY of the Washington News Bureau. AMCARBON-1 views this source as particularly interesting, in view of the fact that LEAHY's daughter is a secretary in the office of Attorney General ROBERT KENNEDY." The final page discusses how he has less intelligence than most journalists, but that Shackley believed that he would develop those sources over time. Burt had become the Latin American editor in August 1962, and another journalist identified as QDELF believed that he had great potential.

Memo from JMWAVE to Director, 5/23/64: "AMCARBON-1 particularly incensed at implication Ray or CIA giving Szulc preferential treatment particularly since AMCARBON-1 has assiduously cultivated Ray since May 62 and had been asked circa May 1 by Ray not to publicize Ray infil plans". A-1 told Shackley he was mad at him because Shackley did not inform him about Ray's relationship with the Agency. Shackley claimed that he did not know.

06/02/64, Memorandum for the record from Raul Hernandez, WH/SA/SO/HH: Subject: Telephone Conversation between AMBIDDY-1 and Martin Ferrer: Date: 30 May 1964 at 1230: ..."4. It is the opinion of the Consejo that a frank, off-the-record talk with Al Burt of the Miami press would do no harm. We consider Burt to be a responsible newspaperman and he may be in a position to help A-1 put the Pilon raid in its proper perspective. If A-1 thinks this is a good idea he should speak openly to Burt about the Pilon raid omitting the embroidery that has accompanied his recent press statements. A-1 was reminded this interview, if given, should not mention or allude to CIA support. Since Burt is an ambitious journalist he may probably ask A-1 for a scoop on his next raid; again we see no harm in this. A-1 said he would ask Burt if he wanted to go on a future raid. We mentioned that we doubted he would accept the offer..."

6/11/64: Manuel Ray of JURE denied to AMCARBON-1 that he was receiving specific CIA help, but that he was getting nonspecific help from Tad Szulc of the New York Times and other reporters.

07/15/64, Dispatch from COS, JMWAVE to Deputy Chief, WH/SA: "Attached is a clipping from the Miami Herald of 9 July 1964 which identifies Mr. Howard Post as the mystery man who handled the paying of the fine for Manolo Ray (201-239298) in Nassau after Ray was sentenced by a Bahamian court in June 1964. This article appeared in a column called 'The Tipoff' which is put together by the Miami Herald Editorial Staff and carries interesting items that do not lend themselves to feature stories or news flashes. Contributions to this column come from the entire Miami Herald staff, but it is believed that this contribution was made by AMCARBON-1 who obtained the information from an unidentified JURE member employed in the Circulation Department of the Miami Herald. This clipping is being forwarded as it is believed that it may be of interest to Willard R. Nauman."

104-10165-10431: CABLE: 22 SEPT SOURCE ADVISED REUTEMAN CISNEROS WAS CONTACTED

09/23/64, Cable from JMWAVE: Slugline RYBAT TYPIC YOBITE AMBANG: "1. 22 Sept AMCARBON-1 advised Reuteman Cisneros was contacted by AMCARBON-1 assistant 21 Sept in attempt lay on meet with AMCARBON-1. Cisneros told AMCARBON-1 assistant there no sense discussing Cuba or JURE at this juncture as Cisneros was finished with both topics. AMCARBON-1 interprets this change of attitude as indication Cisneros now has temper under control and has given up anti-Ray vendetta. AMCARBON-1 states he regrets this change of heart by Cisneros but as it has occurred, AMCARBON-1 sees no possibility for responsible story based Cisneros past remarks. AMCARBON-1 giving up on this story at this juncture. 2. View para 1 development, it clear Cisneros made initial approach AMCARBON-1 assistant prior Nauman Cisneros 27 Aug contact. Cisneros has now cooled off thus request no action on warning Cisneros re press contacts."

However, general orientation of para 4 is in accord with 'off the record' comments which COS JMWAVE made to AMCARBON-1 on 11 March in response to latter's discreet queries re AMLASH trial and AMHAM-aspect."
