A cable from JMWAVE on November 26, 1963, which included the slugs AMFOX-1 COMMO LITAN, stated "ok regarding the affair of AMCAPON-4. Use your good judgement about future contacts with him. Would be a shame to lose him since he could provide some valuable info." This suggests that AMCAPON-4 was possibly suspected of being a Cuban spy, but was in a position to supply valuable information.
