During past two months HQs has maintained contact with Eduardo Garcia Molina and Oscar Brito Gomez who claim represent underground group Las Villas Province known as Commands Anti-Comunista Nacional. Claim group comprised six hundred to eight hundred former military personnel headed by Brito's brother known as (Unintelligible). Garcia/Brito also associated with Laureano Falla (AMPALM-2) whose family owns the 'Trust Company of Cuba' and who presumably well known most of FRD. 2. Garcia/Brito have indicated desire to discuss possible merger with FRD and have been encouraged this line. They intend visit Miami on or about 24 Sept to make contact with AMPALM-5 (Jose Ignacio Agusto Rasco Bermudez) for this purpose. 3. In keeping our desire bring about merger greatest possible number groups this type with FRD you alert AMPALM-5 this visit and attempt assure AMPALM-5 and other FRD members adopt positive attitude in discussions with Garcia/Brito. Suggest they be steered into discussions with AMWAIL-5 and Col. Eduardo Martin y Elena for detailed debriefing their claimed strength and assessment their potential and how they might fit in FRD. Garcia/Brito have indicated desire retain identity their organization which suggests they have in mind conditions under which they be willing join forces with FRD. However believe initial discussions with them should be confined substance their organization and avoid political bargaining. Suggest attempt prolong their visit Miami so as to extend into period of Bender/FRD Exec Comm meeting next week which may be propitious time being this group in if assessment their potential favorable. 4. Page 3: Information Report: "Source: A Cuban businessman (F) in exile, from an unidentified friend in Miami who attended the meeting. 1. On the night of 7 May 1963 Paulino Sierra, of Chicago, met with representatives of 43 Cuban exile groups in Miami. Sierra claimed he had the backing of wealthy Chicago business people who were willing to loan up to $30,000,000 for the purpose of overthrowing the Castro government. Sierra indicated that the money could be made available to organizations having the capability of carrying out clandestine activity in Cuba. The only stipulation would be that the money be repaid in an established manner after the Castro regime was overthrown and a democratic government installed..."

Charges levied by AMCANOE-8 and upheld by AMCANOE-10 in ref were of such significance that steps were required to determine advisability of continued association with any of persons involved. To this end AMCANOE-4 was LCFLUTTERED on 7 Nov 63. Nominal basis for LCFLUTTER was unspecified security investigation of AMCANOE Op. Questions based on ref report were intermingled with other routine security questions. LCFLUTTER operator was satisfied that results examination substantiated that AMCANOE-4 had not plotted to kill and rob anyone as reported ref. 2. Believe emergence ref report was consequence of recent differences between AMCANOE-8 and AMCANOE-4. These resulted in separation AMCANOE-8 from AMCANOE group. Basic problem was AMCANOE-8 failure observe security rules imposed by AMCANOE-1 and AMCANOE-4. AMCANOE-8 attributed separation to personal differences with AMCANOE-4. 3. FYI re para 1 B ref AMCANOE-8 and 10 were not aware details AMCANOE-9 of plan which, contrary to their statement, called for AMCANOE-9 travel Havana. 4. Further, AMCANOE-1 and 4 have been instructed to A. Terminate AMCANOE-10 amicably. B. Not disclose to anyone that they aware allegations reported ref. (Both AMCANOE-1 and AMCANOE-4 were told substance report but source not revealed. They nevertheless suspect that AMSWIRL-1 is originator. C. 03/03/64, Memorandum for the record from Carl E. Trettin, SAS/EDE: 1. AMCANOE-1 moving to New York for approximately 4-6 months. Daughter has illness that needs medical care. Will stay with AMCANOE-2 for a week and then go to New York. 2. Debriefing of two Cuban refugees by AMCANOE-2, 4, 5, and Oscar Fernandez. AMCANOE-2 in charge of debriefing. Brought considerable amount of information on Junta (Junta Revolucionario Civica Militar) and the activities of AMCANOE-3 and 7. Refugees presently staying with AMCANOE-5. 3. Prisoner exchange deal with members of Dominican Republic Government in stalemate because of internal political crises. Eliseo Gomez told AMCANOE-1 he was abandoning attempt at a agreement and returning to Miami. 4. Proposal to assassinate Fidel Castro: AMCANOE-1 reported on an embryonic plan for assassination of Castro developed in a meeting with an associate in Miami, a businessman and ship owner, who also involved in gambling and slot machine activities. Associate had contacts with underworld over the latter. Alleged $150,000 contract payable on Castro's assassination. AMCANOE-1 thought he was approached because of his family's wealth.

May 1964: Bryan Cameron met with Teofilo Babun, AMCANOE 1-2, and others to discuss killing Castro and the leadership. The AMCANOES are friends with Babur. Cameron and Babun are friendly shipping business competitors in the Caribbean.

07/21/64, FBI report from New York: Page 3: ..."Interview of Eduardo Garcia Molina: Eduardo Garcia Molina, Garcia Shipping Lines, New York City, was interviewed..on July 17, 1964...Garcia also maintains a Florida residence...Garcia stated that he had first learned of the plot to assassinate certain Cuban Government leaders either in late January or early February, 1964. At that time, Garcia stated that he had personally discussed these plans with Teofilo Babun Selman, of Miami, Florida, together with employees of Babun, who were identified as Eliseo Gomez Fernandez and Oscar Fernandez Veiga, and also Byron Cameron. Garcia said that from the very beginning he never gave much hope for the successful outcome of this plan...Garcia stated that all agreed that in the event any information was disclosed and any were interviewed by the authorities of the United States Government, all would deny that they had any knowledge of such a plan." Page 4: Talks with Julio Lobo (AMEMBER-1) on the assassination plot. Page 5: ..."Garcia also stated on July 17, 1964, that never during his discussions with Babun, Cameron, Gomez or Fernandez was the name of Jose 'Pepin' Bosch (Note: Probably AMRUM-1) brought into the conversation. Garcia said he did not know whether or not Babun had contacted Bosch, although it is possible that such a contact could have been made."
