AMCANDY-1 was some kind of funding channel. A cable in April 1969 stated that "Mr. Piper will pay AMSTRUT-2 (Juana de la Caridad Castro Ruz) new monthly expenses of $600. Will continue to fund her salary and radio costs through AMCANDY-1."

06/29/70: Memo from William V. Broe, Chief, WHD to Lawrence Houston, OGC: ..."A. Memorandum of Oral Commitment, dated 1 December 1964: (1) Salary of $656.20 net per month until 1 July 1965, when it was increased to $800.00 per month ($16,800 per annum), which is her present monthly salary as of 25 June 1970. The entire salary of $800 per month had been paid through the AMCANDY-1 funding channel until 1 June 1969, when it was converted to a notional funding channel set up by CCS/DF and paid by Headquarters...C. Juana Castro's Radio Program: (1) Juana Castro broadcasts weekly over Station WNYW. Present funding of $16,600 per annum is through the AMCANDY-1 funding channel. This funding channel is to be terminated on 15 July 1970. It is this notional channel that has caused a problem regarding FCC regulations. This problem is presently being studied by Mr. John Greaney, OGC. Discussions with Central Cover Staff, Mr. Gordon Woll and Mr. William Burke, has elicited the recommendation that Juana Castro should ask three of her friends to make up the Board of Directors to satisfy the FCC regulations and WNYW..."
