Dr. Andres Blanco Ferreiro. A handwritten note, on a cable in March of 1962, on the extension of POA's for AMCROW-1 (Oscar de la Vega Torres) and AMBUD-5 respectively, stated that the latter was Dr. Andres Blanco Ferreiro.

Discussion:
A memo in February, 1962, mentioned that Dr. Andres Blanco Ferreiro was one of three people who had been selected by Dr. Miro Cardona (AMBUD-1) to attend the Education and Social Economy Congress at Santiago, Chile, in early March of that year. AMCROW-1 was one of the two other Cubans chosen. Blanco was a public accountant. AMBUD-5 and AMCROW-1 were described as having "occupied extensive and varied positions in the field of education."

02/20/62: Memo for the record No. 222: "1. At my meeting with Dr. Miro Cardona 19 February be brought me the biographic statements on the three people selected to attend the Education and Social Economy Congress at Santiago, Chile in early March 1962. These are as follows: Dr. Oscar M. de la Vega Torres, born 5 July 1924: Dr. Andres Blanco Ferreiro: Public Accountant Oscar Martinez Vasquez, born 4 April 1919. 2. The first two names above have occupied extensive and varied positions in the field of education and the third person listed has occupied positions in both governmental finance and administration of educational institutions. The latter was selected by Diaz Alvarez, the person considered most suitable as economist for this delegation to the Congress, but unable to go because of his family responsibilities in Miami. 3. Mr. Piad, representative of the CRC in Washington has taken steps to obtain an invitation for these individuals to attend the Congress. 4. Their date of departure from Miami and arrival in Santiago will be furnished at a later date. Attached are three biographies."
