Definition:
AMBOUY-2 may possibly have been Eustiquiano Garcia Lescano. A dispatch in May of 1962 on a DRE operation at Varadero Beach, Matanzas Province, stated that AMBOUY-2 acted as "regional intelligence and guide."

The dispatch also mentioned that Bernabe Pena and AMBOUY-2 opened fire after a Cuban militia patrol appeared.

In a interview with the FBI in June of 1963 Gilberto Rodriguez Fernandez stated that one of his associates was Eustiquiano Garcia Lescano, better known as Cano Morejon Cadenas. Garcia had been a general agent for the INRA in a north coast area of Matanzas Province.

A memo from the Deputy Director of Plans in June, 1970, mentioned that Garcia was "the individual who accompanied Subject (note: Jose Calixto Santiago Valdes) and Gonzalo Lista Hernandez on the January 1967 infiltration mission into Cuba. Garcia, who was born 8 December, 1914, in Marti, Matanzas Province, Cuba, first became of interest to our Miami Station in September 1961 for use as an inland/coastal guide. According to an October 1961 report, he was the former Chief of Agrarian Development Zone M-10 with offices at Marti, Province of Matanzas...Garcia arrived in Miami, Florida on 10 July 1961..."

Therefore, Eustiquiano Garcia Lescano evidently had a good knowledge of Matanzas Province, and was of interest to JMWAVE in September, 1961, for use as an inland/coastal guide. In addition, the phrase "first became of interest" implied that the association between Garcia and CIA in Miami was possibly a lengthy one.

05/28/62: Dispatch from COS, JMWAVE to Chief, Task Force W: Page 2: ..."5. Some of the pertinent operation details follow: a. The Juanin I is a new, 30-foot, Bertram built 'Moppy', recently purchased by the DRE for their infiltration and supply operations...b. On this operation, the vessel crew was as follows: AMHINT-42, Captain, AMHINT-43, Navigator, AMBOUY-2, regional intelligence and guide, Bernabe Pena Ballate, gunner, Manuel Quisa, gunner...7...The team boarded the 12-foot, fiberglass dinghy with a 6 hp outboard and accompanied by AMBOUY-2 and Bernabe Pena for protective cover fire, proceeded to the beach. The landing was smooth and without incident but after the team had made their way up the beach, through the pines and across the field to the safehouse, a patrol of about 12 militia came down the beach. 8. The launch dinghy had just started from the beach when two of the militia ran forward and challenged them to stop and return to the beach. AMBOUY-2 and Pena opened fire at about 40 yards range, observing that both militia men dropped to the sand. The patrol then opened up with one burst of automatic fire as the dinghy got underway to the parent Juanin..."

Errion (dictated 06/26/63): Page 4: ..."In June, 1960, at the time Rodriguez left the army, there were enough men in the area to continue the activity. Some of those working there at the time were Eustiquiano Garcia Lescano, better known as Cano Morejon Cadenas. This fellow had been a general agent for the INRA in a north coast area of the Province of Matanzas, and had been mixed up in the taking of some funds of INRA. Rodriguez had investigated him and fined him, but offered to protect him if he would help Rodriguez, which he did..." - - - Pages 5-6: ..."In December, 1960, the activities of LRL and the MOR were more or less merged into one group known as the Union Cubana de Accion Libertadora (Cuban Liberty Action Union) (UCAL). This group, according to Rodriguez; consisted of 3500 individuals in all, scattered throughout various sections of the island. Eustiquiano Garcia Lezcano is the individual who accompanied Subject and Gonzalo Lista Hernandez on the January 1967 infiltration mission into Cuba. Garcia, who was born 8 December 1914 in Marti, Matanzas Province, Cuba, first became of interest to our Miami Station in September 1961 for use as an inland/coastal guide. According to an October 1961 report, he was the former Chief of Agrarian Development Zone M-10 with offices at Marti, Province of Matanzas, Cuba and that he was employed in that capacity for a period of one year at a salary of $500 monthly. He further declared that he was discharged because 'he was not a Communist.' Garcia arrived in Miami, Florida on 10 July 1961 and made his residence at 1560 N.W. 3rd St., Miami. His wife, Olga Ofelia Haro Trujillo, born in 1917 in Cuba, resided in Cuba with their three children, Denis Ulices, Adonis and Hector at Marti Cosme de la Torrientes..."
