Discussion:
A cable on November 26, 1963, stated that "in SW 41 dated 21 Oct 63 received WAVE 5 Nov 63 being forwarded Ref B AMWREN-1 reported has received all OWVL broadcasts and had forwarded letter and two pouches to AMBLEAK-5 which include intel and report on status his contacts." The cable also noted that "as HQs aware, AMBLEAK-5 had been placed in contact AMWEE-4 for purpose utilizing AMWEE-4 pouch facilities transmit material to us. At present we lack pouch facilities for use by AMBLEAK-5, but hope use AMBLEAK-3 to bring out AMWREN material which AMBLEAK-5 now has."

A cable on November 29, 1963, which included the slug AMWREN-1, stated "advise soon of the results of your last meeting with AMBLEAK-5. Still need more reports from the Yugoslav Embassy."

Certain agents who formerly members AMWREN net now being managed directly on productive basis (AMTURVYS and AMFOX-1). Agree production those agents still in contact AMWREN-1 has been disappointing, but this in large part due AMWREN-1 known caution and reluctance use SW commo. For this reason, while op being handled in Havana, CO at time objected to HQs decision make AMWREN-1 PA for net. 4. Basis his SW msg 41, AMWREN-1 now appears be more active and responsive our direction than any time recent months. Therefore see no need implement guidance suggested para 4 Ref A. As indicated from number WAVE KUTUBE (Foreign Intelligence - FI division of CIA) agents who dropped in recent months, completely agree with HQs that unproductive or inactive agents should not be retained. AMWREN-1 does not appear fall in this category. C/S Comment: *HQs desires WAVE advise AMWREN/1 that unless RQMTS (as stated) satisfied by Jan '64 services his net no longer required."

Continue reporting like that. Advise soon of the results of your last meeting with AMBLEAK-5. Still need more reports from the Yugoslav Embassy. Send also soon reports about rumors here that Chinese troops have arrived recently in Cuba. Do not send AMSINCE-1 to see AMLABOR-1 Nov/ or now. PLS send soon the address requested and advise if someone in the net knows a radio-telegrapher."
