Unknown identity. A dispatch in September of 1962 stated that the information in a report in June (see July dispatch below) was accurate, except for the addition of AMBARB-8 and AMBARB-77 to the delegation in Uruguay, and of AMBARB-85 to the Costa Rican delegation.

Discussion:
A dispatch in July of 1962 stated in regards to the DRE delegation in Colombia, "with the withdrawal of AMBARB-8 (slated for Uruguay), and AMBARB-23 (slated for Peru), the delegation was reduced to three members (AMBARBs-75, 26, and 66)."

A dispatch in August, 1962, stated that "AMBARB-8 and AMBARB-77 were dispatched to Uruguay as projected, where AMBARB-8 as head of the delegation will work closely with the Montevideo Station."

A dispatch in September of 1962 stated that "no new AMBARB assignments of personnel to delegations in Latin America were made during August 1962, and no representatives of AMBARB were withdrawn from their areas of assignment. Therefore, the personnel assignment listing for AMBARB given in the June Progress Report (UFGA-4840, dated 20 July 1962) is accurate, except for the addition of AMBARB-8 and AMBARB-77 to the delegation in Uruguay and of AMBARB-85 to the delegation of Costa Rica, as reported in the June Progress Report."

A dispatch in October, 1962, stated that Mario Garcia Gonzalez, Armando Frias Mesa, and Rene Morato Fontana were on the DRE payroll for Uruguay.

A DRE document stated that Mario Garcia Gonzalez was a delegate to Colombia, and had been a law student at the University of Havana for 2 years.

Mario Garcia Gonzalez was a DRE delegate in both Uruguay and Colombia according to documents. However, since AMBARB-8 was inaccurately stated to have been added to the DRE delegation in Uruguay, that would rule him out as being A-8.
