Juan Manuel Chinea Verez. Two cables on December 4, 1963, confirm that Chinea was AMBARB-53.

Discussion:
One stated that AMBARB-53 had been the military delegate of the DRE in Costa Rica since June, 1963. The second cable stated that Chinea was appointed the military delegate by the DRE to Costa Rica in June, 1963. In addition, a dispatch in March 1963 stated that AMBARB-53's 201 number was 201-313137, and his Operational Approval was cancelled on January 28, 1963. A cable in November 1963 on a withheld identity matched the 201 number of AMBARB-53. It did outline AMBARB-53's background and his activities on behalf of the DRE. In particular the November, 1963, cable of IDEN mentioned his participation, as an adviser and coordinator, of the Frente Unido Universitario Democratico, in university elections in July, 1962, in Tegucigalpa, Honduras. Two dispatches in 1962 mentioned AMBARB-53's trips to Honduras in July, 1962, and noted his key role and contribution in the victory in the university elections over the Communist candidates.

08/27/63, Memo for the record from Raul J. Hernandez: Page 3: "9. A-1 was asked to clarify if (fnu) Chinea and 'Chilo' were one in the same. He replied that Chinea was the delegate of the DRE in Costa Rica. Chilo is the nickname of another DRE member who was travelling to Costa Rica at the same time as A-1. While he was in Costa Rica A-1 spoke briefly to both Chilo and Chinea. A-1 will try to obtain the complete names of these two individuals for us..." Note: "Chilo" is a nickname of Isidro Borja/AMHINT-5.

After approval Chinea as deleg Costa Rica refused in Jan 62, Chinea remained San Jose and later traveled to Venezuela for work assigned by AMSPELL. (In compliance Ref B, WAVE never approved AMSPELL use Chinea). From Venezuela Chinea went to Spain where his wife involved accident (wife Spanish folklore dancer). B. Chinea returned from Spain to Caracas. He was then appointed military deleg by AMSPELL to Costa Rica in June 63..."

12/19/63, Cable from Director to Mexico City (INFO: JMWAVE): Slugline PBRUMEN AMBARB: "1. Concur handling conditions AMBARB-53 outlined in Ref. 2. AMBARB-53 POA expired 28 January 1963 (per UFGW 1221). Require current field traces and PRQ Part I from WAVE. MEXI should prepare PRQ II on AMBARB-53 for later submission. WH Comments: *MEXI would accept AMBARB-53 on six month trial basis, but not enthusiastic because of high salary ($450 per month). Would use on Cuban ops instead of AMSPELL. **AMBARB-53 agreed no official contact AMSPELL, will not divulge salary. MEXI requested to initiate visa."

12/19/63, Cable and Information Report Telegram from San Jose to Director: Subject: Activities in Costa Rica of Juan Manuel Chinea: "1. Juan Manuel Chinea Verez, delegate of the Directorio Revolucionario Estudiantil (DRE - Cuban student exile group) in Costa Rica, made application in mid-November to bring to Tortuguero from Panama a radio equipped boat with a ten man crew. Chinea has land and a cottage in Tortuguero about one kilometer from the airport and near the saw mill. Two unidentified Costa Rican national assemblymen helped him acquire the land. 2. The boat belongs to the DRE and is based in Venezuela. On 7 December two students came from Venezuela to San Jose to discuss with the GOCR transporting the boat and a 15 man crew to Costa Rica with the idea of operating the boat against Cuba. Turned down by the GOCR, the students went to Honduras on a similar mission. The DRE is instructing Chinea to move permanently to Venezuela. 3. While in Costa Rica Chinea has been freely spending money which he claims to get from his wife in Spain. Actually Chinea sends money to his wife by bank draft. He has also had contacts with Marcial Aguiluz Orellana, pro-Castro former deputy. Justo Manuel Chinea Chinea and Evelia Joaquina Verez Perez, parents of Chinea, arrived in Costa Rica from Panama on 9 November; they visited in Puerto Rica between 23 and 25 November. They had previously visited their daughter who lives in Uruguay, her husband being a diplomatic representative of Fidel Castro there..."
