The first cable on November 27, 1963, stated that "AMBARB-53 wishes enroll Univ MEXI as fully matriculated student in effort work toward degree. SUBJ, who mature and responsible AMSPELL (DRE) official, has represented AMSPELL interests several LA countries. Of special note is commendation from TEGU station for SUBJ's 'outstanding contribution help make possible tremendous victory democratic forces in UNIV elections July 62'. SUBJ would be under jurisdiction MEXI station and would respond to duties and responsibilities placed on him."
The second cable stated that Mario Pita Garcia was "born 10 Nov 36 HAVA, married, three children, attended Villanueva Univ and Univ HAVA law school. Background includes position chief MRR HAVA Apr 60 to Apr 61: Participation conference Punta del Este Jan 62: Participation as advisor and coordinator Frente Unido Universitario Democratico in university elections July 62 TEGU, Honduras. SUBJ has been second Secretary International Relations DRE since Sept 61."
A cable on December 4, 1963. stated that AMBARB-53 had been the military delegate of the DRE in Costa Rica since June, 1963.
Two dispatches in 1962 mentioned AMBARB-53's trips to Honduras in July, 1962, and noted his key role and contribution in the victory in the university elections over the Communist candidates.

He requests continuation $450 monthly salary (which AMSPELL presently paying him) due large number family dependents of whom several in WAVE area. 4.
