Discussion:
A CIA report in September of 1962 stated that Rafael Tremols, senior representative of the DRE in Venezuela, gave a "confidential outline" on the structure of that organization on August 21, 1962.

A dispatch from JMWAVE on October 9, 1962, mentioned that at the "Conferencia Internacional de Estudiantes (X CIE)...just held at Quebec, Canada, the DRE delegation obtained the greatest success ever in the assistance to a student assembly. This delegation was composed by: Jose I. Rodriguez Lombillo, Rafael Tremols, Joaquin Perez, Lourdes Casals, Rogelio Helu, and Eduardo Muniz. Their assistance at the assembly turned out to be a great success owing to the efforts of the delegation. The assembly condemned, with only one vote of opposition from India, the executions and imprisonments of Cuban students and the suspension of the publication of the newspapers of the University by the totalitarian state."

The notes in a folder on Luis Posada mentioned above stated that a polygraph test "revealed CITUTOR-1 to be a loose talker who had revealed his agency affiliation to a number of persons in (REDACTION)."

09/27/62: CIA report: Titled: Cuba: Political/Military: The Revolutionary Student Directorate: "1. Rafael Tremols, senior representative of the Directorio Revolucionario Estudiantil (DRE - Revolutionary Student Directorate) in Venezuela, gave the following confidential outline of DRE's Order of Battle on 21st August, 1962. 2. The National Executive in Cuba constitutes the High Command. Apart from controlling internal military, sabotage and propaganda committees, it operates formations in all Cuban universities and schools. Neither the identity of its leaders nor its strength are revealed to its counterpart formations in exile. 3. The principal counterpart formation in exile is the General Delegation in Exile, based in Miami, which is subordinate to the National Executive. Juan Manuel Salvat (AMHINT-2) coordinates the Delegation's activities and controls its fifteen sub-formations in other Latin American countries. Those sub-formations primarily engaged in circulating propaganda received in bulk from Miami in the form of well printed booklets and pamphlets. But they also liaise with anti-communist organizations in local universities and lend counter-revolutionary assistance in university election campaigns...According to Tremols, the General Delegation in Exile would be prepared to go to any extreme to promote an international incident involving Cuba, regardless of possible consequences or the effect on East-West relations. 7. Describing the sea-borne attack on Havana on 24th August, 1962, Eduardo Muniz confided on 26th August that DRE carried out this operation independently, only consulting the National Executive. This action was merely one of a series which DRE had planned for October 1962..."

Undated: Notes: "32. RI traces on (REDACTION), 1 Dec 1967, show previously employed by JMWAVE (CIA station in Miami)-AMSPELL (DRE) organization first as AMBARB-41 and later as CITUTOR-1. This student organization (DRE) was run by WAVE but administered by (REDACTION) who attempted to obtain CI information thru CITUTOR organization. LCFLUTTER (polygraph - lie detector - testing) revealed CITUTOR-1 to be a loose talker who had revealed his agency affiliation to a number of persons in (REDACTION)."
