AMBARB-16 was Eduardo Muniz Melo. A dispatch from JMWAVE in September of 1962 stated that Robert Q. Nelander as "Jesse Davega" met "AMBARB-16 as occasional policy/admin contact."

This dispatch also stated that on August 22, 1962, AMBARB-16 departed "for an inspection tour of Latin American delegations (WAVE-7468 and WAVE-7441) concerning which a report will be furnished: a main purpose of this trip was for AMBARB-16 to explore the AMBARB (note: propaganda project to place DRE members in universities throughout Latin America) mailing operation capabilities."

A dispatch in October of 1962 contained a report on "Eduardo Muniz's recent trip to several countries of Latin America carried through for the purpose of visiting D.R.E. delegations." Therefore, this matches AMBARB-16's inspection tour of Latin American delegations mentioned above. This dispatch also stated that Eduardo Muniz Melo was the Coordinator at DRE Head Office, and received $275 in August, 1962.

A cable on November 29, 1962, mentioned a "letter prob signed E. Munoz Melo and written O/A 15 Nov."

A dispatch in December, 1962, stated that on November 15, 1962, "AMBARB-16 wrote a letter which AMSPELL (DRE) subsequently declined to show JMWAVE, apparently on this date according to Reference C covertly laying groundwork for recalling AMBARBs from WH without coordinating with JMWAVE (see Para 3 below)." Therefore, this letter from AMBARB-16 matches Muniz's letter mentioned above.
