HSCA staff notes on the MRP stated that "in July 1961, the National Directorate sent the MRP coordinate for the Havana province, Ignacio Mendoza de la Torre, to replace Manolo Ray. The Directorate called for this action because Ray often acted independently and also refused to clarify his position regarding Communism and Castro. The Mendoza-Ray dispute resulted in Ray and his followers splitting from the MRP and forming a new faction, JURE, in Puerto Rico."
9/12/60, from Havana to Director: "Manuel Ray is sending Ignacio Mendoza de la Torre to Miami for next few days for purpose contacting Dr. Estevez...and Raul Chibas. Ray has been cut of commo with Chibas and wishes (to) determine his activities and to impart his current thinking on Cuban situation in general and need for unity and close coordination all non-Batista opposition groups."

Will pouch contact report. 2. PLS advise status A-2 and A-4 POA's. Renew if necessary. WAVE will use use one or both as MRP contact. 3. Will comply para 3 ref when contact with A-4 re-established. C/S Comment: Concerned AMBANG (MRP) PM capabilities." Note that marginalia highlights Ignacio Mendoza de la Torre and Rogelio Cisneros, as well as the cryptonyms AMBANG-2 and AMBANG-4.

Father: Ramon Gonzalez de Mendozo, deceased, born Madrid, Spain - Cuban citizen...is to be used as contact between WAVE and MRP. WAVE traces indicate that he is the new coordinator general in Miami of the...MRP, an anti-Castro organization."
12/07/61: FBI Report from Miami Office: Titled: Movimiento Revolucionario del Pueblo (MRP), Internal Security - Cuba: ..."Ignacio Mendoza de la Torre (201-308722) arrived from Cuba in July, 1961 to serve as Coordinator General in Exile of the MRP in Miami. He demoted his predecessor, Armando Lora, and an internal dispute within the MRP followed. Armando Lora, one of the previous leaders of the MRP in Miami, contended Mendoza came to Miami only as a delegate from the MRP in Cuba and not as the Coordinator in exile..." Pages 5-6: Lora commented on arrest of Reinol Gonzalez and others in the MRP.
