HSCA staff notes on MRP and Its Major Personalities: "In July 1961, the National Directorate sent the MRP coordinate for the Havana province, Ignacio Mendoza de la Torre, to replace Manolo Ray. The Directorate called for this action because Ray often acted independently and also refused to clarify his position regarding Communism and Castro. The Mendoza-Ray dispute resulted in Ray and his followers splitting from the MRP and forming a new faction, JURE, in Puerto Rico."
