03/18/68: Cable from JMWAVE to Director (Info: Buenos Aires, Panama City): Slugline RYBAT REDTOP AETARGET TECHS PBRUMEN: "1. JMWAVE has no trained Cuban audio techs available for ref TDY. However number of trained radio operators with technical background who trained and seasoned in operations with native Spanish capability, available and possibly suitable. While JMWAVE not aware HQs plans for further use individuals now assigned JMCHALK, believe this program has number individuals worth considering, including KICOBALT-1, 2, 3, or 4, unless security considerations preclude their use in Buenos Aires. Use of AMLILAC-30 or AMLILAC-33 may also warrant consideration although they being considered for assignment elsewhere. 2. KICOBALT-4 (formerly AMLILAC-32) possibly warrants special consideration because of his experience and training as electrician's helper during period January 1966-October 1967 with a private company. This experience did include working on air conditioners. In addition he is 32 year old bachelor who has had extensive training and operational experience as member of AMLILAC Group including training in radio. Most recently he has been on JMCHALK operational assignment to La Paz..."

Prospective employment by AMOTS (JMWAVE 1064) did not materialize. Regret failure notify HQs earlier. Will continue using AMSTALK-1. 2. Per para 2 reference, physical description subject follows: Height 5' 11", weight 165 lbs, medium frame, wiry build; light skin, clear complexion; eyes black, hair black, straight...3. As mentioned JMWAVE 1802 (IN 76557) AMOTIN-117 (handwritten: 201-307337) (formerly AMSTALK-1) holds Cuban passport. HQs concerned re possibility AMOTIN-117 true name travel may draw unwanted attention view Cuban IS knowledge his identity and past activities, including contacts in JMWAVE area. It also possible Soviets in Buenos Aires may have access to airline manifests which would reveal AMOTIN-117 entry if he travels in true name. Request therefore station advise if (REDACTION) has capability provide (REDACTION) passport in alias which could be passed to AMOTIN-117 for his use in travel to Buenos Aires. If this not feasible HQs can document AMOTIN-117 with (REDACTION) passport..."
