Definition:
Unknown identity. A target in Mexico City that was wiretapped by LIFEAT'S listening post, referred to as the AEGENERATE LP. This was an important CI/CE operation that involved the NSA. During late October 1963, Staff D concluded that the subject was not currently communicating from "his shop".

A dispatch from Mexico City in May of 1963 stated that "LIFEAT was able to provide a continuing worthwhile contribution in the attainment of the Station's objectives in this field. Coverage included that on AEGENERATE, Carlos Humbert Illescas (who acts in the capacity as cover liaison link between the CP and the Soviet Embassy), and a PCM safe house."

5/28/63 dispatch from Chief, Mexico City station to Chief, WH: Mexico City's wiretap operation LIFEAT was listening in on AEGENERATE. ..."C. Counter-Intelligence Information: Mexico City Station's Related Mission Directive places greatest emphasis on operations in the CI/CE area. LIFEAT was able to provide a continuing worthwhile contribution in the attainment of the Station's objectives in this field. Memo from Mexico City to Headquarters, 10/15/63: "(In) view (of) continued inactivity AEGENERATE 2 LP suspended operation 24 COZ(?) on 15 Oct 1963"

104-10150-10002: REQUIRE SOONEST ANY INDICATION THAT BURST TRANSMISSIONS REACTIVATED

Message from V. J. Thill at WTON, FI/D/OB, extension 6967 to SCMEXI, citing WTON, in a "special center classified message" re HMMA 22207. "LIMUST...leave aperiodic receiver and recorder in operation. Require soonest any indication that burst transmissions reactivated...will not dispatch techs or gear until some firm evidence from MEXI or ODINCH/NSA that activity renewed. AEGENERATE: In absence of any info contrary consider aperiodic receiver and ZRERASE coverage to date sufficent to conclude AEGENERATE not communicating from his shop." 104-10150-10003: RECEIVER RESULTS NEGATIVE, CONSIDERED ADEQUATE.

This is the second page of the previous memo. Discussion was about an operation called AEMIQUELET: "Aperiodic receiver results negative and considered adequate. When station receives suitable LP (listening post) techs will be sent to provide ZRERASE (Cuba?) coverage. Would appreciate effort establish AEMIQUELET movements in target in order determine patterns of presence and absence." Appears that the Mexico City station wanted more coverage on the Cuban compound, and maybe the Soviet compound as well. All in the wake of the Oswald events in Mexico City a few weeks earlier.

Ann Goodpasture's Mexico City chronology refers to "MEXI 7256...Peter K. WOODHEAD arrived, met by (deputy chief of station) and got through customs with no problem. After study with LEGAT have decided (to) hold interrogation at Apartment 8, Calle Merida which was used by KUCLUB personnel for AEGENERATE L.P.. This completely backstopped by being rented for "visiting Americans". No future plan to use apart by station...plan to have ANDERSON and GARCIA pick up Alvarado and bring him to apartment."
