AEBURBLE (TUMBLEWEED)'s information was what made the connection between Valeriy Kostikov and the KGB's "Department 13." Kostikov was a Soviet officer in the Mexico City Embassy, and allegedly met with Lee Harvey Oswald during his visit there in the fall of 1963.

(TUMBLEWEED - AEBURBLE). This double agent's Soviet case officer in the United States has been Oleg Danilevich BRYKIN of the Thirteenth Department, KGB First Chief Directorate, occupying the overt position of translator-trainee, UN Secretariat, New York City. BRYKIN was stationed in New York City from December 1960 to July of this year..." After mention of Kostikov visits to cotton in Mexicali and to the political groups MLN and CCI, a handwritten note states: "11/27/63 check at NSA showed Dept of State dispatch from Tijuana dated 10/10/63 which stated source who had reported contact with CCI and MLN later stated this was in error. Also there was no record of 24,000 bales of cotton."

This important FBI memo from the day after the assassination provides TUMBLEWEED's name as Guenter Schulz. The memo is also the first post-assassination document calling attention to Kostikov's alleged connection to KGB Department 13, "which handles sabotage and assassinations." The Warren Commission would subsequently receive ominous information about Department 13 from the CIA.
