Castro's aide in 1963. Lisa Howard told Wm. Atwood to contact Valao about detente with Cuba. McGeorge Bundy told Atwood, on 11/12/63, that the President favored talks with Valao at the United Nations but not in Cuba. On 11/28/63, Atwood contacted Valao. Valao agreed to be a link between Castro and LaChuga in discussing an agenda for meetings. |
