Attache Soviet Embassy Mexico City. In Mexico from 1955 to 1967. Wife was with him. Appears in Mexico City Excelsior of March 26, 1965. He talked to LHO on September 28, 1963. On 11/22/63 Mirabal called Embassy and asked to speak to him. Mirabal talked to Kostikov when Yatskov was unavailable.
